Executive Session regarding land and property considerations Council: Mayor Kathy Coffey, presiding, Council Members Maureen Adkison, Holly Cousens, Avina Gutierrez, Dulce Gutierrez and Bill Lover Absent: Assistant Mayor Carmen Mendez (excused) MOTION: Adkison moved and Cousens seconded to adjourn to Executive Session for up to 30 minutes to discuss land and property considerations. The motion carried by unanimous vote. Executive Session was held and adjourned at 5:53 p.m. BUSINESS MEETING 1. Roll Call Council: Mayor Kathy Coffey, presiding, Council Members Maureen Adkison, Holly Cousens, Avina Gutierrez, Dulce Gutierrez and Bill Lover Staff: City Manager Moore, City Attorney Cutter and City Clerk Claar Tee Absent: Assistant Mayor Carmen Mendez (excused) 2. Pledge of Allegiance Mayor Coffey led the Pledge of Allegiance. 3 Interpreter Services Mayor Coffey introduced Jorge Villasenor who announced interpreter services are available. 4. Open Discussion for the Good of the Order Recognition of Al Brown, Executive Director of the Yakima Greenway on his retirement Community Development Director Joan Davenport introduced and recognized Al Brown, retiring Executive Director of the Yakima Greenway, for his service to the Yakima Valley. Page 1 of 5 94 Mayor Coffey presented Mr. Brown with a crystal apple award. A. Proclamations Arbor Day proclamation Council Member A. Gutierrez proclaimed the third Saturday in April as Arbor Day and Leslie Wahl, Arboretum Board President, accepted the proclamation. National Day of Service proclamation Council Member Cousens proclaimed April 4, 2017, as National Service Recognition Day and Jeanne Haster, Executive Director of Jesuit Volunteer Corps Northwest, and Cat Koehn, Program Officer for Washington/Alaska State Office, Corporation for National & Community Service accepted. National Public Safety Telecommunications Week proclamation Council Member Lover proclaimed the week of April 9-15, 2017, as National Tele Communicators Week and City Manager Moore accepted the proclamation. B. Appointments to Boards, Commissions and Council Committees Appointment to Tree City USA Board, Planning Commission and Henry Beauchamp Jr. Community Center Advisory Board Council Member Lover reported an the Council Nominating Committee's meeting. MOTION: Lover moved and Cousens seconded to appoint the following to the Tree City USA Board, Lance Forsee and James Hertel to the one-year terms, Daniel Layton to a two-year term and recently appointed Jheri Ketchum to a two- year term and also appoint Jacob Liddicoat to the Planning Commission and Chelsea Mack to the Henry Beauchamp Jr. Community Center Advisory Committee. The motion carried by a unanimous vote, Mendez absent. Council Reports MOTION: D. Gutierrez moved and Cousens seconded to accept the Council Committee minutes — items 5A -D. The motion carried by unanimous vote, Mendez absent. A. Accept Council Nominating Committee minutes of March 27, 2017 B. Accept Council Partnerships Committee minutes of March 21, 2017 C. Accept Public Safety Committee minutes of January 26, 2017 and February 23, 2017 D. Accept Council Neighborhood & Community Building Committee minutes of February 14, 2017 6. Consent Agenda Page 2 of 5 95 Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether there were any additions or deletions from Council members or citizens present. Items 8 (item 6C) and 9 (item 6D) were added to the consent agenda. The City Clerk read the Consent Agenda items, including resolutions and ordinances, by title. (Items on the Consent Agenda are handled under one motion without further discussion—see motion directly below.) MOTION: Cousens moved and Adkison seconded to approve the consent agenda. The motion carried by unanimous vote, Mendez absent. A. Set April 18, 2017 as the date fora public hearing to consider the Yakima Planning Commission's recommendation concerning text amendments to Title 15 Yakima Urban Area Zoning Ordinance, related to the sign code and definition for multi -family dwelling B. Resolution adopting the January 2017 Yakima County Solid and Moderate Risk Waste Management Plan RESOLUTION NO. R-2017-045, A RESOLUTION adopting the Yakima County Solid and Moderate Risk Waste Management Plan Update, dated January 2017. C. Resolution approving an interlocal agreement with the Yakima Police Department and the Washington State Patrol, the Yakima County Sheriffs Office and Police Departments for Union Gap, Grandview, Selah, Sunnyside and Toppenish to jointly cooperate through a Yakima Valley Special Investigations Unit for investigations of certain incidents RESOLUTION NO. R-2017-046, A RESOLUTION approving an interlocal agreement with the Yakima Police Department and the Washington State Patrol, the Yakima County Sheriff's Office and Police Departments for Union Gap, Grandview, Selah, Sunnyside and Toppenish to jointly cooperate through a Yakima Valley Special Investigations Unit for investigations of certain incidents D. Resolution authorizing the emergency purchase of stormwater infrastructure and installation services not to exceed $200,000, required prior to the repair and reopening of 66th Avenue between Scenic and Englewood Avenues RESOLUTION NO. R-2017-047, A RESOLUTION ratifying the declaration by the City Manager of an emergency and authorizing the City Manager to execute all applicable contracts for the installation of the stormwater infrastructure required for the repair and reopening of 66th Avenue between Scenic Avenue and Englewood Avenue. 7, Audience Participation City residents Cassandra Collins, David Briggs and Sandra Aguilar spoke in favor of the proposed inclusive policing policy ordinance. Tony Sandoval, City resident, spoke positively about the new homeless encampment entitled Camp Hope. Maud Scott, City resident, spoke favorably of the study session on Miller Park and in support for an eastside pool. Page 3 of 5 96 DEPARTMENT ITEMS 8. Ordinance amending the 2017 Budget (First Reading) Interim Finance and Budget Director Lewis briefed Council on the budget amendment and stated this will be on the next agenda for approval. The City Clerk read the ordinance by title only. AN ORDINANCE amending the 2017 budget for the City of Yakima; and making appropriations from Unappropriated Fund Balances within various Funds for expenditure during 2017 for various purposes described in the attached Schedule. 9. Other Business Council Member Adkison reported on her attendance at the Association of Washington Cities (AWC) Lobby Day and spoke highly of the City's membership with AWC. Council Member Adkison noted the City already has an inclusive policy in place that works for the community. Council Member A. Gutierrez stated she feels there is support from staff for this ordinance and suggested postponing discussion on the issue until Assistant Mayor Mendez, as the co-sponsor of the ordinance, could be in attendance. Mayor Coffey acknowledged Ms. Mendez absence but noted the Council knows where she stands on this issue. Council Member D. Gutierrez stated they have been working on this for some time now and expected to have a town hall meeting on the issue. She expressed her disappointment in the discussion and noted they were previously granted 60 days to work on the new ordinance. MOTION: Adkison moved and Lover seconded to terminate consideration of the inclusive policing policy ordinance at this time. The motion carried by a 4-2 vote, A. Gutierrez and D. Gutierrez voting no, Mendez absent. Council Member A. Gutierrez noted at the last Study Session regarding Miller Park they forwarded recommendations to the Parks & Recreation Commission. She added there is another issue she would like to forward to the Commission. MOTION: A. Gutierrez moved and D. Gutierrez seconded to move the discussion on finding out costs, location and community input on a performance area at Martin Luther King Jr. Park or SE Community Park be passed on to the Parks & Recreation Commission. The motion failed by 4-2 vote with Lover, Adkison, Coffey, and Cousens voting no, Mendez absent. Council Member D. Gutierrez requested an update on the Plaza at the next Council meeting. Council Member A. Gutierrez agreed. 10. Adjournment MOTION: Cousens moved to adjourn to a City Council Study Session on April 11, 2017, at 10 a.m. in the Council Chambers. The motion carried by unanimous vote, Mendez absent.
