Roll Call Council: Mayor Kathy Coffey, presiding, Assistant Mayor Carmen Mendez, Council Members Maureen Adkison, Holly Cousens, Avina Gutierrez, Dulce Gutierrez and Bill Lover Staff: City Manager Moore and City Clerk Claar Tee 2. Miller Park Ken Wilkinson, Parks & Recreation Manager, presented a PowerPoint on Miller Park. Officer Bowersox discussed the Crime Prevention Through Environmental Design (CPTED) analysis of the park. Joe Willis, Executive Director for the YPAL program at the Washington Fruit Community Center, provided an update on the current and future programs for the center. Jo Miles, Parks & Recreation Commissioner, stated he has been a commissioner for six years and is a former parks & recreation professional from Mt. Lake Terrace and Toppenish. He reported he walks around Miller Park and other parks daily and the only major issue with Miller Park is the lack of people using it. He believes there is a people problem and not a fencing or lighting issue. He noted other parks do not have fencing or lighting and recommended focusing on what people enjoy in parks and make that the highest priority. MOTION: Coffey moved and Lover seconded to send the issue of lighting to the Parks & Recreation Commission. The motion carried by unanimous vote. MOTION: D. Gutierrez moved and Lover seconded that we request the Parks & Recreation Commission to do a specific follow-up discussion on Miller Park including lighting, fencing and ideas presented today. The motion carried by a 6-1 vote, Coffey voting no. Audience comments (allow 15 minutes) Sandi Belzer, non-resident, invited Council to the Republican VVomen's Club meeting to hear a presentation by Lisia Brumbaker titled In the Shadow of the Great Bear about family life in communist Romania. Steve Hill and Pastor Robert Trimble, City residents, spoke in support of a swimming pool on the east side of town. 92 4. Adjournment MOTION: Mendez moved to adjourn to the next City Council Business meeting on April 4, 2017, at 6 p.m. in the Council Chambers. The motion carried by unanimous vote.
