For Meeting of: April 18, 2017 ITEM TITLE: Resolution setting the application fee fora Reimbursement Agreement for Utility Improvements SUBMITTED BY: Brett Sheffield, Chief Engineer— 576-6797 Scott Schafer, Public Works Director SUMMARY EXPLANATION: At the September 20, 2016 Council meeting, the City Council passed an ordinance that established a Reimbursement Agreement for Utility I mprovements as required by RCW 35.91, which was added to the Municipal Code as Section 7.67. Section 7.67.040 states, "the application fee shall be set by council resolution..." The purpose of this resolution is to set the application fee for a Reimbursement Agreement for Utility I mprovements at $750. The work required by the City to review the application and verify the parcel descriptions costs the City approximately $750 to perform these specific tasks. BOARD/COMMITTEE RECOMMENDATION: ATTACHMENTS: Description Upload Date Type D Resolution 4/11/2017 Ccoer Merno O RESOLUTION NO. 2017 - A RESOLUTION setting the application fee to cover the costs and fees for a Reimbursement Agreement for Utility Improvements, pursuant to Yakima Municipal Code 7.67.040, at $750.00. WHEREAS, at the September 20, 2016, City Council meeting, the City Council passed an ordinance establishing reimbursement agreements for utility purposes, as was required by RCW 35.91; and, WHEREAS, this ordinance was added to the Yakima Municipal Code as Section 7.67; and, WHEREAS, YMC Section 7.67.040 states, "the application fee shall be set by Council Resolution"; and WHEREAS, after evaluating the approximate time, fees and costs associated with processing applications for reimbursement agreements for utility purposes, the engineering department determined that the review and research required to process such an application is $750.00; and WHEREAS, the City Council finds that it is in the best interests of the City and its residents to establish a fee for the processing of applications for reimbursement agreements for utility services; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Pursuant to YMC 7.67.040, the City Council hereby sets the application fee for a Reimbursement Agreement for Utility Improvements at $750.00 per application.
