Recognition of 2016 Historic Preservation Awards to John Baule, Jo
Miles, and Jason Eaton
Mayor Coffey presented the following with the City of Yakima Historic Preservation
Commission awards: John Baule for his recent retirement from the Yakima Valley
Museum and his numerous contributions to promoting Yakima's history; Jo Miles for his
extensive research and published documents on Yakima's history, specifically his recent
book "Kamiakin Country"; and, Jason Eaton for his recent rehabilitation improvements to
the Emporium building (Semon building) at 121 East Yakima Ave.
Davis High School Civics Class Crosswalk Proposal for Mead
Avenue/S 10th Avenue
Students of the Davis High School Civics class presented a crosswalk proposal for an
area they identified as a traffic safety issue in the area of Lewis & Clark Middle School and
Hoover Elementary School. Council members thanked the students for their presentation.
Streets and Traffic Operations Manager Rosenlund reported his appreciation for the work
the students have done and stated the City does plan to put in crosswalks this spring at
Pleasant, 10th Avenue and 6th Avenue. He is also working with the Yakima School District
to repurpose a school zone beacon for this area.

MOTION: A. Gutierrez moved and Cousens seconded to confirm the Arboretum's
recommendation of Jheri Ketchum to the Tree City USA Board. The motion carried
by unanimous vote.
5. Council Reports
A. Ethics and Equal Rights Exploratory Committee First Quarterly Report
Isaac Garcia, Secretary of the Ethics and Equal Rights Exploratory Committee,
presented the Committee's first quarter report.
B. Community Integration Exploratory Committee First Quarterly Report
Arthur Alcazar, Chair of the Community Integration Exploratory Committee, presented the
Committee's first quarter report.
C. Acceptance of Council Nominating Committee meeting minutes from March 15,
2017
MOTION: Adkison moved and Mendez seconded to accept the Council
Nominating Committee minutes. The motion carried by unanimous vote.

Mayor Coffey referred to the items placed on the Consent Agenda, questioning whether
there were any additions or deletions from Council members or citizens present. Items 6C
(now 10) and 6J (now 11) were removed from the consent agenda and items 11 and
14 were added to the consent agenda. The City Clerk read the Consent Agenda items,
including resolutions and ordinances, by title. (Items on the Consent Agenda are handled
under one motion without further discussion—see motion directly below.)
MOTION: Cousens moved and Adkison seconded to approve the consent
agenda. The motion carried by unanimous vote.

RESOLUTION NO. R-2017-040, A RESOLUTION establishing Apprenticeship

7. Audience Participation
The following City residents spoke in support of the inclusive policing policy ordinance:
William Crowe, Aileen Kane, Connie Chronister on behalf of ACT Yakima, and Ed
Pacheco.
Rebecca Pace, City resident, shared her concern about geo-engineering programs
underway, also known as chem -trails, over the sky.
Joe Mann, City resident, discussed how he reported some pot holes on Naches Avenue
through Yak -back and within two days the pot holes were filled. He thanked the City for
being so responsive.

ONDS Manager Archie Matthews briefed Council on the report. Mayor Coffey opened the
public hearing and, with no one coming forward to speak, closed the hearing.
9. Public hearing and ordinance relating to the Transportation Benefit District; modifying the
transportation improvements to be funded by the district
Bronson Faul, Senior Assistant City Attorney, reported Council has had several meetings
to finalize the amended Transportation Benefit District (TBD) project list, which now
requires a public hearing.
Mayor Coffey opened the public hearing.
The following City residents spoke against the TBD stating they feel this would
disproportionally affect low-income households: William Crowe on behalf of ACT
Yakima; Mary Lopez, on behalf of One America who also asked to see City documents
translated into Spanish; and, Susan Soto Palmer.
Ed Pacheco, City resident, asked if the TBD would also be for boats, motorcycles,
campers, etc. Mayor Coffey stated they will ask for clarification. He asked Council to
consider being equitable in their decision.
Diane Riley, City resident, is concerned about traffic safety at Pierce 8th, 9th and 10th.

ORDINANCE NO. 2017-011, AN ORDINANCE of the City of Yakima, Washington,
relating to a Transportation Benefit District; modifying the transportation improvements to
be funded by the district.

August 12, and September 9, 2017
Council Member Lover reported former Council Member Bonlender supported cruising
events years ago, which he opposed at the time, but now realizes Mr. Bonlender was right
as these have become family events.
MOTION: Lover moved and A. Gutierrez seconded to name the cruising events
the Ron Bonlender Open Cruising Event. The motion carried by unanimous vote.
The City Clerk read the resolution by title only.

RESOLUTION NO. R -2017-041,A RESOLUTION authorizing open cruising events to
be held on June 10, June 17, July 8, August 12, and September 9, 2017.
11. Resolution authorizing an agreement with Transform Yakima Together to operate a
temporary homeless encampment on City -owned property
City Manager Moore reported at the previous meeting Council approved establishing a
temporary homeless encampment near the Wastewater Treatment Plant. Transform
Yakima submitted a proposal to run the camp and just received funding from YVCOG to
open the encampment.
Lawrence Breer, City resident, expressed his concern with the location of the homeless
encampment near the Wastewater Treatment Plant.
Susan Soto Palmer, City resident, asked if there is a religious requirement to stay at the
homeless encampment. City Manager Moore replied there is not.

MOTION: D. Gutierrez moved and Cousens seconded to adopt the resolution.
The motion carried by a 6-1 vote, Mendez voting no.

Bronson Faul, Senior Assistant City Attorney, noted he was able to research what type of
vehicles the Transportation Benefit District (TBD) fee would encompass, which are most
forms of vehicles including passenger cars, motorcycles, travel trailers, and trailers over
2,000 pounds. Some exceptions include: campers, boats, single axel trailers, snow
mobiles and off-road vehicles.
The following community members spoke against the TBD fee: Sandi Belzer, non-
resident and Benine McDonnel, City resident. After Council discussion,
M OT ION: Lover moved and Cousens seconded to take the car tab fee ordinance
to a vote of the people. The motion failed by a 4-3 vote with, A. Gutierrez, Mendez,
Adkison, and Coffey voting no.
MOTION: D. Gutierrez moved to approve a fee of $18.71. The motion failed for lack
of a second.

13. Resolution authorizing an agreement with the State of Washington, Department of
Ecology to conduct a Recycling Planning Project to assess opportunities and approaches
for managing residential curbside materials collected in a City -operated collection
program

Loretta Zammarchi, Refuse and Recycling Manager, briefed Council on the agreement.
Sandi Belzer, non-resident, asked if this is going to cost the citizens. Ms. Zammarchi
responded that this is a grant with no matching fee. Patricia Byers, City resident, reported
in California the inmates sort through the garbage and remove recycling and wondered if
the City could look into that.

of Yakima, Washington due to flooding.
15. Other Business
Council Member D. Gutierrez briefed Council on the status of the inclusive policing policy
ordinance advising the next step is to meet with the Police Chief. Council Member
Cousens noted it is important for the community to have input and would like to see a
community forum.
City Manager Moore noted they received a request from the Northwest Jesuit Volunteers
for the Mayor to sign a support letter and issue a proclamation naming April 4 as National
Service Recognition Day and asked for Council direction.
MOTION: Adkison moved and Mendez seconded to authorize the Mayor to sign

the letter. The motion carried by unanimous vote.
City Manager Moore reported Lowell Krueger, Executive Director of the Yakima Housing
Authority, is requesting a letter of support from the Mayor urging protection of HUD
funding. This was approved by Council consensus.
16. Adjournment
MOTION: D. Gutierrez moved to adjourn to a Council Study Session on March
28, 2017, at 10 a.m. in the Council Chambers at City Hall. The motion carried by
unanimous vote. The meeting adjourned at 9:18 p.m.

years and is a former parks & recreation professional from Mt. Lake Terrace and Toppenish.
He reported he walks around Miller Park and other parks daily and the only major issue with
Miller Park is the lack of people using it. He believes there is a people problem and not a
fencing or lighting issue. He noted other parks do not have fencing or lighting and
recommended focusing on what people enjoy in parks and make that the highest priority.
MOTION: Coffey moved and Lover seconded to send the issue oflighting to the
Parks & Recreation Commission. The motion carried by unanimous vote.
MOTION: D. Gutierrez moved and Lover seconded that we request the Parks &
Recreation Commission to do a specific follow-up discussion on Miller Park
including lighting, fencing and ideas presented today. The motion carried by a 6-1
vote, Coffey voting no.

Sandi Belzer, non-resident, invited Council to the Republican Women's Club meeting to hear
a presentation by Lisia Brumbaker titled In the Shadow of the Great Bear about family life in
communist Romania.

the east side of town.

Interim Finance and Budget Director Lewis briefed Council on the budget amendment

Council MemberAdkison reported on her attendance at the Association of Washington
Cities (AWC) Lobby Day and spoke highly of the City's membership with AWC.
Council Member Adkison noted the City already has an inclusive policy in place that works
for the community. Council Member A. Gutierrez stated she feels there is support from
staff for this ordinance and suggested postponing discussion on the issue until Assistant
Mayor Mendez, as the co-sponsor of the ordinance, could be in attendance. Mayor Coffey
acknowledged Ms. Mendez absence but noted the Council knows where she stands on
this issue.

Council Member A. Gutierrez noted at the last Study Session regarding Miller Park they
forwarded recommendations to the Parks & Recreation Commission. She added there is
another issue she would like to forward to the Commission.
MOTION: A. Gutierrez moved and D. Gutierrez seconded to move the discussion
on finding out costs, location and community input on a performance area at
Martin Luther King Jr. Park or SE Community Park be passed on to the Parks &
Recreation Commission. The motion failed by 4-2 vote with Lover, Adkison, Coffey,
and Cousens voting no, Mendez absent.
Council Member D. Gutierrez requested an update on the Plaza at the next Council
meeting. Council Member A. Gutierrez agreed.

Planning Commission Vice -Chair Byers reported on the Planning Commission Quarterly
Report. Planning Manager Calhoun introduced consultants Brent Turley with Transpo Group
and Lisa Grueter and Izzy Cannell with BERK Consulting. Mr. Calhoun reviewed a
PowerPoint presentation on the Comprehensive Plan.
Izzy Cannell reviewed the Comprehensive Plan Elements, Lisa Grueter discussed the
Capital Facilities Element of the Plan and Brent Turley reviewed the Transportation Systems
portion of the Comprehensive Plan.
Community Development Director Davenport reported they have streamlined the process in
order for property owners to have more options for rezoning instead of during the annual
process. She noted they have approached the Comprehensive Plan this year by focusing
solely on the Yakima City limits as the West Valley and Terrace Heights neighborhood plans
are under the jurisdiction of Yakima County.
Council Member D. Gutierrez asked if any of the railroad track issues would be included in
the Plan. City Engineer Sheffield reported those crossings are owned by the Burlington
Northern Santa Fe Railroad (BNSF) and the City reports any issues related to the tracks to
the BNSF.
