Best Cliff Cliff, I ask that you share the following message with the rest of Council 1 am reviewing Ann Macfarlane's book Mastering Council Meetings and I am reminded about some of the good advice she provides Seven Basic Rules for Discussions 1 All members have an equal right to speak and make motions. 2 Non-members do not have the right to speak or to make motions 3 One subject at a time 4 One person speaks at a time 5 No interrupting. 6 Courtesy and respect are required at all times. 7 No member may speak a second time until every member who wishes to do so has spoken once Other Suggestions • Members not speak about the motives of other members • There should be no arguing • Members should use neutral language • A member may not speak against her/his own motion • A member should not explain his/her vote while voting • A member may not criticize a prior action of the group • A member should support the group • The maker of the motion starts the debate • Everybody has to be patient • Members may pass • The presider speaks last • Members have the final say I would appreciate your assistance in helping me comply with these excellent procedures I commit to adhering to them myself and ask for your support.
