SUMMARY EXPLANATION:
The City Council has adopted Code of Ethics and Principles of Conduct policies since 2009.
The current Council has all signed the policies and they are now presented for formal
consideration.

I ask that you share the following message with the rest of Council
1 am reviewing Ann Macfarlane's book Mastering Council Meetings and I am reminded about some of the good
advice she provides
Seven Basic Rules for Discussions
1 All members have an equal right to speak and make motions.
2 Non-members do not have the right to speak or to make motions
3 One subject at a time
4 One person speaks at a time
5 No interrupting.
6 Courtesy and respect are required at all times.
7 No member may speak a second time until every member who wishes to do so has spoken once
Other Suggestions
• Members not speak about the motives of other members
• There should be no arguing
• Members should use neutral language
• A member may not speak against her/his own motion
• A member should not explain his/her vote while voting
• A member may not criticize a prior action of the group
• A member should support the group
• The maker of the motion starts the debate
• Everybody has to be patient
• Members may pass
• The presider speaks last
• Members have the final say
