For Meeting of: March 21, 2017 ITEM TITLE: Resolution declaring an emergency in the City of Yakima, Washington due to flooding, and ratifying the Mayoral Declaration of Emergency SUBMITTED BY: Cliff Moore, City Manager Bob Stewart, Fire Chief SUMMARY EXPLANATION: The City has been and continues to be impacted by significant flooding of rivers, creeks and streams in Yakima that began on March 10, 2017. Staff has prepared a Resolution declaring and proclaiming that an emergency has existed and exists relating to the recent and ongoing flooding. The Resolution also ratifies and approves the Mayoral Declaration of Emergency dated March 15, 2017. The flooding resulted in the City's use of employee services, equipment and financial resources to attempt to reduce impacts of the emergency. Various City Departments have been involved in responding to the flooding on a 24 hour basis. The Resolution also declares the City of Yakima to be an area in need of economic assistance from available state and federal sources for the expenses of making an emergency response to the flooding. R -2017- A RESOLUTION declaring an emergency in the City of Yakima, Washington due to flooding. WHEREAS, the City of Yakima has been and continues to be impacted by significant flooding of rivers, creeks and streams in Yakima that began on March 10, 2017; and WHEREAS, the past and ongoing flooding is putting significant pressure on City of Yakima personnel, equipment, resources and infrastructure; and WHEREAS, various Departments in the City have been involved in responding to the flooding on a 24 hour basis; and WHEREAS, the flooding necessitated emergency action to preserve public health and property and protect life and to provide relief to the community; and WHEREAS, the flooding resulted in the City's use of employee services, equipment and financial resources to attempt to reduce impacts of the event; and WHEREAS, property damage to residences and businesses may be significant; and WHEREAS, laws authorize the promulgation of such Resolutions, proclamations, orders, rules and regulations as are necessary to meet the various problems which have or may occur due to ongoing flooding; and WHEREAS, on March 15, 2017, the Mayor signed a Mayoral Declaration of Emergency about the flooding; and WHEREAS, all City offices and employees of the City of Yakima are directed to continue to exercise the utmost diligence in the discharge of duties required of them for the duration of the emergency relating to the flooding, and in execution of emergency laws, Resolutions, orders, regulations, and directives, both state and local; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council of the City of Yakima declares and proclaims that an emergency has existed and exists in the City of Yakima relating to the flooding. The City Council also ratifies and approves the Mayoral Declaration of Emergency signed by the Mayor on March 15, 2017. The City Council further declares the City of Yakima to be an area in need of economic assistance from available state and federal sources for the expenses of making an emergency response to the flooding.
