Consent Agenda Items listed are considered routine by the City Council and will be enacted by one motion without discussion. A citizen or Council member may request to remove an item from the Consent Agenda and, if approved, it will be placed on the regular agenda for discussion and consideration. A. Approval of the minutes from the February 21 and March 7, 2017, City Council Business meetings, February 21 and 28, 2017, City Council Study Sessions and March 2, 2017, Joint City Council/Yakima School District Special meeting B. Approve payment of disbursements for the period February 1 — 28, 2017 C. Resolution authorizing open cruising events to be held on June 10, June 17, July 8, August 12, and September 9, 2017 D. Resolution authorizing a lease agreement with the City of Tieton and Yakima Tieton Irrigation District to lease 30 shares of City entitled Yakima Tieton Irrigation District water to the City of Tieton for the water year 2017 E. Resolution authorizing appointment of the Yakima Transit Manager or the designee to the Washington State Transit Insurance Pool Board of Directors and the Public Works Director or the designee as the alternate to the Board F. Resolution authorizing acceptance of an offer for purchase of real estate located at 1606 W. King Street G. Resolution authorizing an agreement with Widener and Associates, in an amount not to exceed $11,000, to develop the environmental documentation for Bravo Company Boulevard from `D' Street to `H' Street H. Resolution authorizing the City Manager to sign the Washington State Transportation Improvement Board Complete Streets Award Grant Agreement accepting a grant from the Transportation Improvement Board (TIB) to make sidewalk improvements at five locations within the City I. Resolution authorizing an agreement with Craft Beverage Yakima, not to exceed $5,000, to promote the City's offerings of unique Craft Beverage tourism opportunities J. Resolution authorizing an agreement with Transform Yakima Together to operate a temporary homeless encampment on City -owned property K. Ordinance concerning Downtown Redevelopment Tax Incentive; amending Chapter 11.63 to provide an appeal process for applications denied under this chapter L. Resolution authorizing a multi -family housing limited property tax exemption agreement with Mills Yakima Properties, LLC 7. Audience Participation Community members are invited to address items that are not listed on the regular business meeting agenda. A guideline of three (3) minutes per speaker is in place in order to allow as much opportunity as possible for audience participation. A speaker's time may be a)dended at the discretion of the Mayor and/or the consensus or vote of the Council. Written communication and e-mail messages are strongly encouraged. PUBLIC HEARINGS 8. Final public input meeting on the 2016 Consolidated Annual Performance Evaluation Report (CAPER) 9. Public hearing and ordinance relating to the Transportation Benefit District; modifying the transportation improvements to be funded by the district DEPARTMENT ITEMS 10. Proposed ordinances in consideration of establishing an annual vehicle license fee; and establishing a time when the same shall become effective 11. Resolution establishing Apprenticeship Utilization as an optional supplemental bidder criteria requirement for particular City of Yakima public works projects exceeding $300,000 12. Resolution authorizing an agreement with the State of Washington, Department of Ecology to conduct a Recycling Planning Project to assess opportunities and approaches for managing residential curbside materials collected in a City -operated collection program CITY MANAGER UPDATE 13. Resolution declaring an emergency in the City of Yakima, Washington due to flooding, and ratifying the Mayoral Declaration of Emergency 14. Adopt 2017 Code of Ethics and Principles of Conduct policies 15. Other Business 16. Transit Procurement Manual Any invocation that may be offered before the official start of the Council meeting shall be the voluntary offering of a private citizen, to and for the benefit of the Council. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Council, and the Council does not endorse the religious beliefs or views of this, or any other speaker. A Council packet is available for review at the City Clerk's Office and the Library. A packet is also available on-line at www.yakimawa.gov. The City provides special accommodations, such as hearing devices, wheelchair space or language interpreters, for City meetings. Anyone needing special assistance please contact the City Clerk's office at (509) 575-6037 at least two business days prior to the meeting.
