project list and proposed resolution setting a public hearing for
March 21, 2017

SUMMARY EXPLANATION:
Continuing discussion on amending transportation improvements to be included in a modified
TBD Project List. Following the discussion, if Council decides on a final modified TBD project list,
attached is a resolution for consideration on setting a Public Hearing to adopt the modified list.

RESOLUTION NO. R-2017-
RESOLUTION setting the time and place for hearing on March 21, 2017 at 6:30 PM in
the City of Yakima Council Chambers to hear from the public on
amending transportation improvements to be exercised or funded on the
Transportation Benefit District Project List.
WHEREAS, on January 10, 2017, the City Council created the City of Yakima TBD with
boundaries coterminous with the boundaries of the City of Yakima, all in accordance with
Chapter 36.73 RCW; and
WHEREAS, on January 10, 2017, the City Council assumed the rights, powers,
immunities, functions, and obligations of a transportation benefit district; and
WHEREAS, a public hearing must be held prior to modifying a project list; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That said transportation improvements to be exercised or funded on a modified TBD
project list shall be presented for hearing and determination on Tuesday, March 21, 2017, at
the hour of 6:30 p.m. in the Council Chambers of the City of Yakima, at Yakima City Hall,
Yakima, Washington, or as soon thereafter as the same may be heard, and that notice of such
hearing be given as approved by law.

During the February 28, 2017 Transportation Benefit District Study Session, there was Council consensus to
move a preliminary list of TBD projects forward to the March 7 Council business meeting for discussion. That
list is attached to this message
In addition, at the study session, staff was asked to also cost out several other sidewalk projects Those projects
are listed, with cost estimates, below

This project would install 910 linear feel of sidewalk on
the south side of Pacific Avenue and 1,600 linear feet of

2 Fair Avenue Sidewalk. Pacific to Nob Flill Boulevard 2 $370,000
This project would install sidewalk on the inest side of
Fair Avenue from Alob Hill Boulevard to Pacific
Avenue The project ivould construct approximately
2,300 linear feel of sidel+alk.
3 Nob Hill Boulevard Sidewalk 12th Street to 14t1i Street 2 $130,000
This project ivould install sidewalk on the south side of
Nob Hill Boulevard from 12`i' Street to 14"' Street The
project ivould construct approximately 700 linear feet of
sidewalk.
Also at the February 28 Study Session, because Council Member Adkison had to leave prior to the last part of
the conversation, it was suggested that she have an opportunity to consider possible projects for addition to the
list She has reviewed possible projects with staff and presents the following item for consideration.

This project lvould fill gaps of missing sidewalk on the
west side of 16`i' Avenue from Fruilvale Boulevard to
River Road. The project would construct opproximalely
1,200 linear feet of sidetivalk.
6 Sidewalks Lincoln Ave—N 32nd Ave to N 40"' Ave 5 $400 000
This project ivould install sidetivalk on the north side of
Lincoln Avenue from 32"`i Avenue to 40'i' Avenue It
woitld construct approximately 2 600 linear feet of
sidewalk.
7 Bike Lane Powerhouse Road Cowiche Canyon Road 5 $350,000
to the mobile home court entrance
This project lvould constri.rct bike lanes on Powerhouse
Road from the Mobil Home Court to Coiviche Canyon
Road A popular recreational bike trail, known as the
Naches Loop begins at Fred Meyers continues zip
through Naches and then back to Fred Meyers The
route length is 22 miles Many cyclists have stated that
the most dangerous section of'the route is this section oj'
Powerhouse Road, due the high rrumher of vehicles, lack
of shoulders and poor condition of the pavenzent We
have received a Transportation -11hernalive Program
grant to construct sidewalk on the east side of this
section of Powerhouse
In reviewing all this material, if any Council member wishes to have staff provide cost estimates for any other
projects that have not yet been considered, please let us know as soon as possible If we get requests before
noon on Monday March 6, we should be able to get cost estimates in time for the Council business meeting on
the 7"'
