For Meeting of: March 7, 2017 ITEM TITLE: Resolution authorizing extension of emergency cold weather shelters through March 22, 2017 SUBMITTED BY: Cliff Moore, City Manager SUMMARY EXPLANATION: Should authorized churches determine they have the capacity to extend the provision of shelter services through March 22, 2017, the City would need to extend the authorization as provided in the attached resolution. R-2017- A RESOLUTION amending Resolution No. R-2016-133 authorizing and directing the Yakima Community Development Department to extend the City's policy regarding temporary emergency cold weather shelters in the City of Yakima, as outlined in Resolution R-2016-133, through March 22, 2017 WHEREAS, the City of Yakima, in conjunction with the Yakima Neighborhood Health Services, is aware that there is within the City of Yakima a population of homeless persons who may require temporary emergency shelter from cold weather; and WHEREAS, owners of various buildings, including churches, located within the City of Yakima have indicated that they are willing and able to provide temporary emergency shelter, and those churches have provided shelter for homeless individuals from approximately November 15, 2016, through the date of this resolution; and WHEREAS, the City Council previously approved interim policy guidelines to address and regulate temporary emergency shelters, allowing them to operate during a specific time period—November 15, 2016, through March 15, 2017; and WHEREAS, it appears that additional time may be necessary to allow other non-profit and/or religious organizations to prepare sites and opportunities for homeless individuals who will be exiting the extreme winter weather shelter program; and WHEREAS, the Yakima City Council finds and determines that it is in the public interest to extend the policies, procedures and requirements outlined in Resolution R-2016-133, including all attachments thereto, which are incorporated herein; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Yakima, Washington: The City of Yakima Department of Community Development is hereby authorized and directed to extend the policy statement, policies, agreements and requirements previously approved under Resolution R-2016-133, which is fully incorporated herein, through March 22, 2017.
