ITEM TITLE: Transportation Benefit District Project List

SUMMARY EXPLANATION:
At the January 31, 2017 City Council special meeting, a list of projects that could be constructed
over 20 years with a Transportation Benefit District (TBD) establishing a$15 car tab fee was
presented. Attached to this item are 1)the $15 car tab project list; 2)a potential $20 car tab
project list; 3) projects contained in the current local 6-year Transportation Improvement Program;
4)a spreadsheet offering lists of projects that could be constructed for varying amounts of car
tab fees; 5) a spreadsheet describing the TIP projects and why they are needed; 6) list of other
Washington cities that have established TBD's and the amount; and, 7) list of projects to be
included in a TBD that was presented in 2012.
Should Council wish to proceed with changes to the project list, a public hearing must be held and
public notice provided no less than 10 days before the hearing. The revised list must be included
in the hearing notification.An ordinance is required to implement a fee, which does not include a
public hearing.

Transportation Benefit District ($15 Car Tabs)
A $20 car tab would generate approximately $975,000 annually. It had been previously
proposed that the funds be divided as follows:
• $500,000 to pay debt service on a bond for one large project;
• $300,000 to construct projects in the million dollar range; and
• $175,000 for sidewalk repair and/or installation.
The previously created twenty-year project list is shown in the table below:
