SUBMITTED BY: Samuel Granato, Chief of Police CONTACT PERSON/TELEPHONE: Chief Granato — 575-6211 SUMMARY EXPLANATION: Attached is a resolution authorizing the City Manager to execute an agreement for services with the Washington Association of Sheriffs and Police Chiefs related to the review of the Yakima Police Department operations. The Yakima Police Department needs to evaluate its current operations in order to most efficiently allocate current available resources. The Chief of Police believes that a crucial element to proactively attacking crime in Yakima is to implement a CompStat system. CompStat will analyze crime on a daily basis and disseminate this information to the patrol officers. The Washington Association of Sheriffs and Police Chiefs (WASPC) is able to provide such a review of the Yakima Police Department operations through its Loaned Executive Management Assistant Program (LEMAP). WASPC will also provide a report of its findings to serve as a basis for the strategic plan to implement the needed revisions to operations. This service will be provided to the Yakima Police Department for a fee of $5,000 plus staff time (estimated at 70 hours at $50 per hour, or approximately $3,500), and expenses for the LEMAP review.
