A RESOLUTION authorizing and directing the City Manager of the City of Yakima to
execute a contract with the Washington Association of Sheriffs
and Police Chiefs (WASPC) to provide professional assistance to
the City of Yakima Police Department for a review of the Yakima
Police Department operations under the WASPC Loaned
Executive Management Assistant Program.
WHEREAS, public safety is a primary function and responsibility of the City; and
WHEREAS, the Yakima Police Department needs to find new and effective
methods and strategies to continue to provide effective service to the community; and
WHEREAS, the Yakima Police Department desires outside evaluation of the
current department operations and recommendations to improve those operations; and
WHEREAS, the Yakima Police Department also desires to institute a CompStat
model of crime analysis and information dissemination to officers; and
WHEREAS, the implementation of CompStat also requires review and
recommendations from an outside entity; and
WHEREAS, The Washington Association of Sheriffs and Police Chiefs have the
professional and technical skills necessary to conduct such a review of current
operations and make recommendations to assist the Yakima Police Department in
formulating a strategic plan; and
WHEREAS, the City Council deems it to be in the best interest of the City to
authorize execution of the attached Professional Services Contract with the Washington
Association of Sheriffs and Police Chiefs to provide the professional services specified
therein; Now, Therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to
execute the attached and incorporated "LEMAP Contract" with the Washington
Association of Sheriffs and Police Chiefs to provide professional technical assistance to
the Yakima Police Department.

LEMAP CONTRACT
The Washington Association of Sheriffs and Police Chiefs (WASPC) and the Yakima Police
Department agree to enter into this contract for the purpose of conducting a review of the Yakima Police
Department. This review is conducted under the auspices of the WASPC's Loaned Executive
Management Assistant Program.
The review includes evaluation and recommendations relative to the dimensions of:
1. Organizational Goals and Objectives
2. Management, Staffing, Organization, and Utilization of Personnel
3. Operations and Enforcement (Patrol, Investigations, Traffic)
4. Policies and Procedures
5. Records Management
6. Evidence/Property Control Systems
7. Personnel Systems — Recruitment, Selection & Performance Appraisal
8. Fiscal Management
9. Training
10. Complaint Process and Internal Discipline
11. Temporary Holding Facilities & Prisoner Transport
12. Equipment
13. Mutual Aid & Contracts
14. Police Reserve & Volunteer Programs
15. Public Access and Department Information
16. Communications & Dispatch
Problem Oriented Policing:
In addition to developing findings and recommendations for the above 16 dimensions, the Yakima Police
Department requests review of current practices and recommendations for implementing a new program
traditionally referred to as CompStat — the use of computer statistics and crime analysis to direct the
Yakima Police Department in:

The WASPC LEMAP Team will provide the Yakima Police Department with a final report that could be
the foundational basis for a (necessary) strategic plan — assisting the Yakima Police Department with
developing systems (i.e. Goals and Objectives, Policies and Procedures, Performance Evaluation, etc)
to ensure successful integration of new programs, such as CompStat.
WASPC agrees to provide loaned executives and one staff person to conduct the review and provide
one copy of the final report to the Yakima Police Department within 60 days of the conclusion of the on-
site study.
The Yakima Police Department agrees to pay WASPC a fee of $5,000 plus staff time (Estimated 70
hours at $50 per hour, or approximately $3,500) and expenses for the LEMAP review.
Staff time for additional consultation or technical assistance is billable at $60.00 per hour. This additional
consultation or technical assistance could include facilitating organizational strategic planning,
identification of department goals and objectives, review and updating of policies and procedures, etc.)

SUMMARY EXPLANATION:
Attached is a resolution authorizing the City Manager to execute an agreement for services
with the Washington Association of Sheriffs and Police Chiefs related to the review of the
Yakima Police Department operations.
The Yakima Police Department needs to evaluate its current operations in order to most
efficiently allocate current available resources. The Chief of Police believes that a crucial
element to proactively attacking crime in Yakima is to implement a CompStat system.
CompStat will analyze crime on a daily basis and disseminate this information to the patrol
officers.
The Washington Association of Sheriffs and Police Chiefs (WASPC) is able to provide such a
review of the Yakima Police Department operations through its Loaned Executive
Management Assistant Program (LEMAP). WASPC will also provide a report of its findings to
serve as a basis for the strategic plan to implement the needed revisions to operations.
This service will be provided to the Yakima Police Department for a fee of $5,000 plus staff
time (estimated at 70 hours at $50 per hour, or approximately $3,500), and expenses for the
LEMAP review.
