A RESOLUTION to amend the Six-year Transportation Improvement Program (STIP) for
the period of 2007 through 2012 to include projects affecting the City's
Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six-year
Transportation Program for the construction or repair of streets in the City of Yakima for the
ensuing six year period, all as contemplated and required by State RCW 35.77.010 and
applicable Federal law, and
WHEREAS, the City of Yakima desires to amend the adopted 6 -Year STIP, as
contemplated and required by RCW 36.70A.070(6) to ensure compliance with the Growth
Management Act and consistency of the Comprehensive Plan and the 6 -Year STIP, and
WHEREAS, this amendment is limited to incorporation of the projects listed in 6 -
Year Transportation Improvement Plan for the period of 2007 to 2012 to the Capital
Facilities Element of the Yakima Urban Area Comprehensive Plan, which is contemplated
and provided under RCW 36.70A.130(2B) and RCW 35.77.010, and
WHEREAS, a public hearing has been held by the Yakima City Council on
amending the 6 -Year Transportation Improvement Plan on Tuesday, March 20, 2007, with
proper public notice as required by RCW 35.77.010
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The adopted 6 -Year Transportation Improvement Plan for the period of 2007 through 2012
for the City of Yakima, shall be amended as shown on the revised 6 -Year Transportation
Improvement Plan attached.
ADOPTED BY THE CITY COUNCIL this 20th day of March, 2007.

ITEM TITLE: Hold Public Hearing and consider resolution to Amend the Six-year
Transportation Improvement Program (STIP) by adding two projects to
the STIP.

SUMMARY EXPLANATION:
Attached is a copy of the proposed amended Six -Year Transportations Improvement Plan
(STIP) for the 2007-2012 planning years. The City of Yakima has identified a need to amend
the current Six Year Program for the construction of arterial streets in the City of Yakima by 1)
dividing the Yakima Railroad Grade Separations into two phases, and 2) adding a project to
realign 16th Avenue in the vicinity of the airport.
The two phases of the Yakima Railroad Grade Separations are: Phase 1 - utility relocation to
accommodate profile modifications of Lincoln Avenue and MLK Boulevard and resurfacing
portions of Front Street and 'A' Street, and Phase 2 - construct grade separations and adjacent
roadway reconstruction. See priorities No. 1 and 2.
The project to realign 16th Avenue is necessitated by the FAA's requirement to remove 16th
Avenue from the Runway Safety Area of the Yakima Air Terminal. Funding for this project
includes $1,000,000 from a SIED loan and $3,000,000 from the Federal Aviation Administration.
