A RESOLUTION of intention to create a Local Improvement District (L.I.D.) for the
Simpson Lane Area and fixing the time and place for public
hearing to consider same.
WHEREAS, it is the intention to improve the property within the following
described district by constructing a sewer line with the necessary sidesewers and
manholes; all of said improvements to be constructed in full accordance with the
plans and specifications to be prepared by the Office of the City Engineer and filed
with the City Clerk; and
WHEREAS, the district to be served by, specially benefited by and assessed
for the above described improvements for sewer service is situated in the County of
Yakima, Washington. The formation of the Sewer Local Improvement District (LID)
for the Simpson Street Area consists of eighty-one (82) parcels, as illustrated on the
attached LID boundary line map; and
WHEREAS, the proposed LID shall involve the installation of approximately
2,391 lineal feet of 8 -inch sewer pipe, beginning at the existing sewer main at the
east end of Simpson Street and South 15th Street and continuingg west to South 13th
Street, extending the sewer line north and south on South 13t Street, South 14th
Street and South 1,5th Street; and
WHEREAS, the district to be served by, specially benefited by and assessed
for the above described improvement is situated in Yakima County, Washington, and
includes all of the property described below; and

WHEREAS, all persons who may desire to be heard with reference to said
proposed improvements are hereby directed to appear at a meeting of the City
Council to be held in the City Council Chambers in the City Hall in the City of
Yakima, Yakima County, Washington, at the hour of 7:00 o'clock p.m. on Tuesday,
February 20, 2007, which time and place are hereby fixed for the hearing of all
matters relating to . said proposed improvement or objections thereto, and for
determining the method of payment for said improvement; and the City Clerk is
hereby directed to give due notice of said hearing and of the intention to make the
aforesaid improvements; and
WHEREAS, all costs and expenses in connection with the construction of
said improvements, including the engineering, inspections, advertising, publication of
notice, and all other expenses incident thereto, shall be levied and assessed against
all of the property legally and properly assessable therefore as provided by law and
as above described; and
WHEREAS, the actual assessments levied for this improvement may vary
from the assessment estimates so long as they do not exceed a figure equal to the
increased true fair value the improvement adds to the property; and
WHEREAS, said assessment shall be made according to special benefits
derived from the improvement without regard to the zone and termini method; Now,
Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Engineer is hereby directed to submit to the City Council at or prior
to the date herein fixed for said hearing all of the data and other information required
by law to be by him submitted, and the date of Tuesday, February 20, 2007 is set as
the date for a public hearing to be held in the City Council Chambers in Yakima City
Hall at 7:00 p.m. which time and place are hereby fixed for the hearing of all matters
relating to said proposed improvement or objections thereto, and for determining the
method of payment for said improvement; and the City Clerk is hereby directed to
give due notice of said hearing and of the intention to make the aforesaid
improvements.

RE: Potential Sewer LID

The City of Yakima has received inquiries about providing sewer service to your neighborhood.
The most common method we use for sewer expansion is the creation of a Local Improvement
District (LID) by the property owners. The LID provides for construction of the improvement,
with financing over a 10 -year period. The actual construction costs determine the final
assessment, with the cost shared by the property owners. Our recent Sewer LID on S. 9th
Avenue (south of Mead) had a final assessment to each lot of approximately $5,000, with no
additional connection fees. Property owners are not required to connect to the sewer upon
completion of the project, but the service is available if a septic failure should occur.
At this time, we would like to measure your interest in creating a LID in your neighborhood. If a
majority of the property owners are interested in the project, our staff will schedule a
neighborhood meeting to provide you with additional information and determine the scope of the
project. Please indicate your preference at the bottom of the page and return it to the Engineering
Division in the pre -addressed envelope. We will advise you of the status of the proposed LID

SUMMARY EXPLANATION:
The formation of this Sewer Local Improvement District (LID) for S. 13th St., S 14th St.
and S. 15th St. consists of eighty-one (82) parcels as shown on the attached LID boundary
map. The project will consist of the construction of approximately 2,391 linear feet of 8 -
inch sewer pipe.
The City has received signed Petitions from property owners within the LID boundary
representing over 59% of the property values of the property involved in this L.I.D.
The attached Resolution will set the date of the LID Public Hearing for February 20 ,
2007. The estimated cost to install sewer along S. 13th St., S. 14th St. and S. 15th St. is
$484,191.54.
This project will commence upon passage of an ordinance initiating the LID.
