A RESOLUTION adopting a Six -Year Transportation Improvement Program for the
period of 2007 through 2012 for the construction of streets and arterials
streets in the City of Yakima and amending the Metropolitan
Transportation Plan.
WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six Year
Program for the construction of streets and arterial streets in the City of Yakima for the
ensuing six year period, all as contemplated and required by State RCW 35.77.010 and
applicable Federal law; and
WHEREAS, the City of Yakima desires to amend the Metropolitan Transportation
Plan to ensure compliance with the Growth Management Act and the regional transportation
plan for the construction of streets and arterial streets in the City of Yakima, all as
contemplated and required by State and Federal law, and
WHEREAS, after public hearings on the matter, held at regular meetings of the
Yakima City Council on June 6, 2006, and on June 27, 2006, with proper public notice as
required by RCW 35.77.010, the City Council finds that the plan attached hereto should be
adopted as the Six -Year Transportation Improvement Program for the period of 2007 through
2012 for the construction of streets and arterial streets in the City of Yakima, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Six -Year Construction Program for the period of 2007 through 2012, a copy of
which is attached hereto and by this reference made a part hereof, is hereby adopted as the
official Six -Year Transportation Improvement Program for the City of Yakima, including
proposed amendments to the Metropolitan Transportation Plan along with Street
Improvements, which are also approved.

Six-year Transportation Improvement Program (continued)
SUMMARY EXPLANATION: Attached is the 2007-2012 Six -Year TIP. Several projects have been
added to the STIP following the June 6, 2006 meeting. Project #64, paving alleys within the City was
added as requested at the last Council Meeting, and project #57, Citywide Pathway Connections does
include the eastside pathway that was discussed at the June 6, 2006 meeting. Other projects that have
been added are:
• #50. No. 66th Avenue & Summitview Intersection Widening
• #58. "H" St. Extension (1' St. to Terrace Hts. connector to match County at center of new bridge over river)
• #59. No. 9th Street Extension (sawmill area)
• #65. Nob Hill Corridor I-82 to 16th Avenue (Transaction Committee)
• #66. 40th Avenue Corridor SR -12 to Washington Avenue (Transaction Committee)
• #67. 16th Avenue Corridor SR -12 to Washington Avenue / Valley Mall Blvd. (Transaction Committee)

Project rankings are determined by reviewing data supplied by the City's Street and Traffic Division
integrating particular needs of the City.
Projects that were deleted from the 2006-2011 TIP as they were completed or funds were obligated include:
• Washington Avenue Roadway widening, 52nd Avenue to 72nd Avenue
• Nob Hill Blvd. and 6th Street Signal
• Street Asset Amenities — Transit Route Maintenance, Repair & Improvements
• No. 8th Street and No. 6th Street Signal Flashers at "B" Street & Lincoln Avenue
• Capture of 2002 unobligated 5307 Funds
• Washington Avenue Median Removal, 24th Avenue to 1,000 feet east

and
Council and the public are welcome to add other arterial system projects to this list. The Six -Year TIP
listing will be finalized at today's hearing and sent to Yakima Valley Conference of Governments,
(YVCOG) after approval.
City and County staff, together with the Council Intergovernmental Committee, are working toward
common standards and coordinated planning for public projects that impact both the city and
surrounding county areas. Agreement on these issues will be the first step toward the goal of a
seamless transportation planning process between the City and County.
A) Each year the City is required by RCW 35.77.010 and RCW 36.81.121 to update its Six -Year
Transportation Improvement Program (TIP) for submittal to the Washington State Department of
Transportation. This plan must include all transportation projects for which state gas tax revenue or federal
revenue will be used.
The plan for 2007 — 2012 includes sixteen (16) funded projects and locally identified activities. Funding for the
remainder of the projects will continue to be sought.

On August 10, 2005, the President signed into law the Safe, Accountable, Flexible, Efficient
Transportation Equity Act: A Legacy for Users (SAFETEA-LU). This act is the next authorization
after the prior Transportation Equity Act of 1998 for the 21' Century (TEA -21) and previous Intermodal
Surface Transportation Efficiency Act (ISTEA) of 1991. The current act again specifies the systems on which
certain funds can be used, and activities for which funds can be used and promotes the role of the Metropolitan
Planning Organizations (MPO) in the planning and programming of projects. SAFETEA-LU requires each
designated MPO to develop a Transportation Improvement Program (TIP), and the state to develop a Statewide
Transportation Improvement Program (STIP) as a condition to securing federal funds for the transportation
projects.
Projects listed in the STIP that are on an identified federal route are the only projects that will be eligible for
approval by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) to
utilize federal funds or by the State of Washington for approved State -funding agencies. The STIP is a
prioritized program of transportation projects, compiled from local and regional plans, along with the
Washington Transportation System Plan (WTP), which provides a backbone for developing projects for the
intermodal transportation network in the State of Washington.
The STIP contains federally funded projects plus state and local projects that are regionally significant. These
projects have been identified through the planning process as the highest priority for the available funding to the
state's transportation program.
Planning activities of state and local governments are essential parts of integrated regional planning processes.
Long range transportation planning is a part of the comprehensive land use planning carried out by local
governments. Citizen participation is an integral part of the planning process at all levels. Local Agencies are
required to develop and adopt a six-year transportation program. All local agencies are required to hold at least
one public hearing during the development of the six-year transportation program. All Transaction Committee
projects within the city limits are listed in the TIP with at least preliminary engineering needs identified.
B) The City needs to amend the Yakima Urban Area Comprehensive Plan Capital Facilities Element to
incorporate the adopted Six-year Transportation Plan for 2007 to 2012. This will ensure that we are in
compliance with the Growth Management Act and that we are consistent with the Comprehensive Plan as
required. This amendment is limited to incorporate only those projects that are adopted in the STIP and is
not subject to the "once a year" change required under the laws of the Growth Management Act.
