R-2006-89 A RESOLUTION authorizing and directing the City Manager and City Attorney (or their designees) of the City of Yakima to execute and file grant applications and all necessary documentation required for federal transportation funding assistance programs authorized by #49 U.S.0 Chapter 53, Title 23 United States Code and other federal statutes administered by the Federal Transit Administration. WHEREAS, the Federal Transportation Administration has been delegated authority to award Federal financial assistance under the Urban Area Formula Assistance program; and WHEREAS, the grant or cooperative agreement for Federal Financial assistance will impose certain obligations upon the Applicant and may require the Applicant to provide the local share of the project cost; and WHEREAS, the Applicant has or will provide all annual certifications and assurances to the Federal Transit Administration required for the program; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager and City Attorney (or their designees) are hereby authorized and directed to execute and file an application for Urbanized Area Formula Program assistance, cooperative agreements, or grant documentation processes managed through the Transportation Electronic Award and Management System (TEAM) federally operated intemet site, for this and future TEAM agreements which are substantially equivalent in nature and intent, which may be necessary to comply with program requirements on behalf of Yakima Transit with the Federal Transit Administration for Federal Assistance authorized by #49 U.S.C. Chapter 53, Title 23, United States Code, or other Federal statutes administered by the Federal Transit Administration. ADOPTED BY THE CITY COUNCIL, this 6th day of June 2006. Chris Waarvick, Director of Public Works Ken Mehin, Transit Manager CONTACT PERSON/TELEPHONE: Ken Mehin /576-6415 Gary Pira/576-6422 SUMMARY EXPLANATION: Submitted for Council consideration is a housekeeping resolution authorizing the City Manager and City Attorney or their designee to submit grant applications to the Federal Transit Administration for funding assistance under the Urban Area Formula Assistance Program. That process is managed through a federally operated intemet site known as the Transportation Electronic Award and Management system (TEAM). This resolution authorizes the City Manager and City Attorney (or their designees) to be certified to access the TEAM system with their own Personal Identification Numbers (PIN) to submit and execute grant awards from the Federal Transit Administration that will assist us financially In providing transit service to the residents of our community. These resolutions are solicited periodically to update the files from all the public transit agencies within the four -state area served by the Federal Transit Administration's Regional Office in Seattle.
