R-2005-187 A RESOLUTION authorizing and directing the City Manager to pay $4,500 to the Central Washington Fair Association to pay for the professional services of Landerman-Moore Associates related to evaluation and analysis of zoning of the Central Washington State Fairgrounds and potential annexation of the Fairgrounds to the City of Yakima WHEREAS, the Central Washington Fair Association has retained Landerman-Moore Associates to provide professional services related to evaluation and analysis of zoning of the Central Washington State Fairgrounds and potential annexation of the Fairgrounds to the City of Yakima; and WHEREAS, in a letter dated December 1, 2005, the Central Washington Fair Association stated that over $19,000 for Landerman-Moore Associates' work in 2005 to complete said project had been incurred; and WHEREAS, the City Council deems it to be in the best interest of the City to authorize the payment of $4,500 to the Central Washington Fair Association to help pay for the professional services of Landerman-Moore Associates related to evaluation and analysis of zoning of the Central Washington State Fairgrounds and potential annexation of the Fairgrounds to the City of Yakima, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to pay $4,500 to the Central Washington Fair Association to pay for the professional services of Landerman-Moore Associates related to evaluation and analysis of zoning of the Central Washington State Fairgrounds and potential annexation of the Fairgrounds to the City of Yakima. In the past, you have had the opportunity to meet Mr. Landerman-Moore, and to my understanding also utilized his services regarding a future aquatic center. In this respect, 1 am sure that you will agree that Mr. 1,andcrman-Moore is an invaluable player in not only assisting the Fair Association with this long process, but also as a resource m assisting with rezoning and city planning In January, you agreed to the financial partnership and generously contributed an amount of $7,500.00, a third of the expenses for the 2004 year, As I stated in our request for additional funds letter dated November 9, 2005, this annexation and rezoning process has continued through the 2005 year and the expenses have risen tremendously, due to the expanded timeline and economic tactors io date. we have made substantial progress in our cliorts, and feel confident that annexation into the City of Yakima will occur as planned at the beginning of 2006. As we previously stated, we have already received recommended approval from the Regional Planning Commission and our zoning change request has been recommended for approval by the I tearing l'xaminer. lam sure that you will agree that this annexation will riot only benefit the Central Washington State hair and the State l'au P'ar'k Campus, but also the ('ity of Yakima through direct and indirect impacts of (airtime and interim activitie throughout the year, With this in mind, we again respectfully request a financial partnership with the City of Yakinma in order to complete the annexation process in an efficient manner. `To date, the 2005 expenses have risen to over $ 19,000.00. As previously stated, your assistance in the amount of 54,500.00 will significantly impact our ability to achieve successful annexation in a timely manner 'This amount would equal approximately 25% of our expenses incurred using Mr, Landerman-Moore's services during the 2005 year. SUBMITTED BY: Finance Department CONTACT PERSON/TELEPHONE: Dick Zais, City Manager; #575-6040 \-Nc.z Rita Anson, Finance Director; #575-6070 SUMMARY EXPLANATION: Over the past eighteen months, the City of Yakima, Yakima County and the Central Washington State Fair Association (CWSFA) have been working with Landerman-Moore Associates to finalize annexation process and zoning for the balance of the Central Washington State Fair property, which exists as an unincorporated island within the City limits. The CWSFA has asked both the City and the County to make an additional contribution to the cost of the Landerman-Moore professional services contract in a cooperative effort to complete the work towards this annexation. In that regard, Mr. Stewart, President and General Manager of the CWSFA, is requesting a contribution from the City of Yakima in the amount of $4,500; a like amount has been requested from the County. The partnership between the City of Yakima, Yakima County and the Central Washington State Fair Association has been a positive example of good interagency cooperation to create a more prosperous future for this valley.
