WHEREAS, for over twenty-five years, the City has authorized permanent City employees to use four hours of holiday time on Christmas Eve or New Year's Eve as part of a program to reduce to minimal staffing levels necessary to keep City services operational on Christmas Eve and New Year's Eve and to ensure that traditional customs and practices involving Christmas Eve and New Year's Eve absences by City employees are duly and properly accounted for within the City's timekeeping and payroll system; and WHEREAS, this long-standing custom and practice to permit four hours of leave time on either Christmas Eve or New Year's Eve has for many years been previously noticed and budgeted; and WHEREAS, the City Council desires to approve, ratify, and reaffirm the practice of authorizing fours hours of leave time for City employees on either Christmas Eve or New Year's Eve; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized and directed to grant four hours of holiday leave time to all permanent City employees in accordance with the attached and incorporated Christmas Eve and New Year's Eve staffing guideline, and the City Council hereby approves, ratifies, and reaffirms this practice and continuing authorization to grant Christmas Eve and New Year's Eve leave time. MEMORANDUM December, 2005 All Members of Management Dick Zais, City Manager SUBJ: Christmas Eve and New Year's Eve Staffing In keeping with our past staffing practices on Christmas Eve and New Year's Eve, the following guidelines are issued for the 2005 holiday season. Past practice has allowed Department Heads and Division Managers authorization to reduce to minimal staffing levels necessary to keep City services operational on Christmas Eve and New Year's Eve. In implementing the reduced staffing, permanent employees will be allowed one-half day of holiday time to be taken on either the afternoon of December 23, 2005, or the afternoon of December 30, 2005, due to the Holiday(s) falling on Sunday this year. Employees desiring the remainder of the day off may utilize vacation leave, compensatory time, their personal holiday, or other appropriate accrued time off. Permanent part-time employees' holiday time will be pro -rated based upon the percentage status. For example, a 50% employee will be eligible for two hours off and a 75% employee will be eligible for three hours off. Temporary employees are ineligible for this time off since they are not eligible for paid holidays. Employees who are unable to be released on either of the two days will be granted equivalent leave within the first two weeks of >6 January 2006. Happy Holidays to everyone! SUBMITTED BY: Finance and Legal Departments CONTACT PERSON/TELEPHONE: Dick Zais, City Manager, #575-6040 Rita Anson, Finance Director; #575-607QP Ray Paolella, City Attorney, #575-6030 SUMMARY EXPLANATION: For approximately twenty-five years, the City Manager has authorized Department Heads and Division Managers to reduce staffing to minimal levels necessary to keep City services operational on Christmas Eve and New Year's Eve. In implementing the reduced staffing, permanent employees are allowed one-half day of holiday time to be taken on either the afternoon of Christmas Eve. or the afternoon of New Year's Eve (adjusted as needed for holidays falling on Saturdays and Sundays). The purpose of this leave has been to maintain minimum staffing levels during the holidays, reduce the potential for excessive use of sick leave and vacation leave and to ensure that essential City services continue to operate at all times. This practice has also helped to improve employee morale. In late 2004, the State Auditor's asked that the City Council formally authorize this standing practice. Therefore, staff respectfully submits and recommends Council adopt this resolution.
