A RESOLUTION authorizing the City of Union Gap to serve as lead administrative
entity for a joint planning grant application to the Yakima County
Supporting Investments in Economic Diversification (SIED) fund in
the amount of $15,000.00 for the Long Fibre Road Improvement
Project.
WHEREAS, Yakima County has established the Supporting Investments in Economic
Diversification (SIED) fund to assist the growth of business in the County; and
WHEREAS, economic development is a priority for the City of Yakima, and the City
intends to approach economic development on an inclusive, comprehensive basis which involves
public, private and community-based efforts to achieve new investment and redevelopment in the
City; and
WHEREAS, regional cooperation is an important part of our economic development
efforts; and
WHEREAS, Long Fibre Road is important to the economic development plans of both the
City of Yakima and the City of Union Gap; and
WHEREAS, the cities of Union Gap and Yakima have determined that improvements to
Long Fibre Road are necessary for future economic development activities; and
WHEREAS, improvements to Long Fibre Road are included in the capital facilities plans for
Union Gap and Yakima; and
WHEREAS, funding (through a grant) may be available from Yakima County through the
SIED Fund for planning activities related to the project's development; and
WHEREAS, the City of Union Gap has requested that a joint application for funding be
submitted with the City of Yakima to Yakima County $15,000 to fund engineering design and cost
estimates from the SIED Fund; and
WHEREAS, if awarded, the City of Union Gap will serve as lead administrative entity to
receive SIED funds in the form of a grant for $15,000.00, and
WHERAS, if awarded, the cities of Union Gap and Yakima will each contribute a $1,500.00
local match, to be paid $750.00 in cash and $750.00 through in-kind services; and
WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to
authorize submittal of a grant application with Yakima County for funding of said planning activities
from the SIED Fund, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City of Union Gap is authorized to serve as lead administrative entity for a joint planning grant
application to the Yakima County Supporting Investments in Economic Diversification (SIED)
fund in the amount of $15,000.00 for the Long Fibre Road Improvement Project. The Yakima
City Manager is hereby designated as the official representative of the City to act in connection with
that funding application and is authorized to take such additional actions as may be necessary and
prudent to complete the project.

Consideration of a resolution authorizing the City of Union Gap to
serve as lead administrative entity for a joint planning grant

Economic Diversification (SIED) fund in the amount of $15,000.00
for the Long Fibre Road Improvement Project.

SUMMARY EXPLANATION:
The Yakima County SIED fund provides 100% grants for planning activities related to
capital improvement projects that create economic development activity. The Yakima
Convention Center has requested that the city apply for a $15,000 planning grant to
commission engineering design and cost estimates, as well as prepare a package of
financing options for constructing road and utility improvements to Long Fibre Road
between Valley Mall Boulevard and Washington Avenue.
The City of Union Gap has agreed to serve as lead entity for the planning grant. With
council approval, the $3,000 required local match will be shared equally by both cities,
with each providing 50% cash and 50% in-kind (staff). The City of Yakima's share
($1,500) will be paid through the contingency fund.
