R-2005-171 A RESOLUTION approving the request from Yakima Interfaith Coalition, to be considered a Community Housing Development Organization (CHDO), authorizing and directing the City Manager and the City Clerk to execute all necessary documents granting CHDO status to Yakima Interfaith Coalition. WHEREAS, the City of Yakima is a recipient of 2005 federal HOME funds which may be used, among other things, for Community Housing Development Organization Programs; and WHEREAS, the City of Yakima is required by the HOME program regulations to make at least 15% of its annual HOME allocation available to local CHDOs; and WHEREAS, Yakima Interfaith Coalition is requesting Community Housing Development Organizational (CHDO) status; and WHEREAS, on September 22, 2005, City of Yakima Neighborhood Development Services received a qualified (CHDO) application; and WHEREAS, the City Council has determined that it is in the best interest of the City to approve Community Housing Development Organization Programs, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. Yakima Interfaith Coalition is hereby granted Community Housing Development Organizational (CHDO) status: Yakima Interfaith Coalition is now qualified to apply for HOME money thru the City of Yakima Neighborhood Development Services for Community Housing Development Organizational projects. 2. The City Manager is hereby authorized and directed to execute all necessary documents giving Yakima Interfaith CHDO status. SUMMARY EXPLANATION: U. S. Department of Housing and Urban Development (HUD) regulations require cities receiving HOME funds to commit 15% of their entitlement to Community Housing Development Organizations. Currently the City of Yakima works with three local agencies certified as CHDOs: • OIC of Washington ■ Yakima Valley Partners Habitat for Humanity • Next Step Housing HOME program funds may be used for housing development, sponsored, and/or owned by the CHDO. Eligible activities include predevelopment costs, acquisition, rehabilitation, and new construction of rental housing, homeownership, and renter assistance. Yakima Interfaith Coalition submitted an application and complete package to be certified as a City of Yakima designated CHDO. With approval of this resolution, the City Council will approve Yakima Interfaith Coalition as a City of Yakima designated CHDO.
