A RESOLUTION authorizing sole source procurement without calling for bids from ISS -
Wonderware whereby said entity shall provide software for the WWTP
Supervisory Control and Data Acquisition (SCADA) system
improvements; and authorizing the City Manager to execute any
documents relating to said procurement.
WHEREAS, Article VI, Section 6 of the City of Yakima Charter and the Yakima
Municipal Code Chapter 1.80 generally require that purchases over $25,000 be done by
competitive bidding, subject to certain exceptions; and
WHEREAS, the law recognized a "sole source" exception from these competitive bid
requirements when, due to unique specifications and requirements, it would be futile to utilize
competitive bidding; and
WHEREAS, the City of Yakima Wastewater Division requires the purchase of SCADA
software; and
WHEREAS, standardization of the SCADA system is in the best economic interest of
the City of Yakima; and
WHEREAS, for operational reasons, to upgrade the WWTP SCADA system the
software must be able to have certain capabilities, including the following:
• The software must perform as a server,
• providing data access,
• trending analysis,
• and multi -dimensional telecommunications link to automated software systems,
• storage and data acquisition,
• providing real time alarm notification, and
• remote control from a multitude of telecommunications devices.
WHEREAS, ISS -Wonderware is the only distributor in the Northwest that
sells the required software; and
WHEREAS, the City Council finds that it is in the best interest of the City to authorize
the purchase of software from ISS -Wonderware as a sole source purchase without calling for
bids, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized to execute any documents relating to the sole
source procurement without calling for bids, whereby ISS -Wonderware agrees to sell said
software to the City of Yakima.
ADOPTED BY THE CITY COUNCIL this 20th day of September, 2005.

To Whom It May Concern:
Wonderware software products, including but not Limited to, Industrial Application
Server, FactorySuite A2, InTouch, IndustrialSQL Server, ActiveFactory, SCADAIarm,
and QI Analyst, are available exclusively through authorized Wonderware distributors.
Wonderware software products are not available through on-line services or third party
providers.
ISS -Wonderware is the authorized Wonderware distributor for the Pacific Northwest

ITEM TITLE: Consideration of a resolution authorizing the City Manager to execute a sole
source procurement between the City of Yakima and ISS -Wonderware for the
purchase of software associated with the upgrade of the WWTP Supervisory
Control and Data Acquisition (SCADA) System.

SUMMARY EXPLANATION:
Staff respectfully requests City Council consideration of a resolution authorizing sole source
procurement from ISS -Wonderware. This would be a sole source purchase and formal bid
requirements would be waived, since ISS -Wonderware is the only authorized vendor in the
Northwest that sells the Wonderware software needed for our SCADA system.
Wonderware software products are not available through on-line services or third party
providers. The purchase price is not to exceed $55,000.

In the adopted 2004 Wastewater Facility Plan, Section 7.6.2 Option 2 - Major SCADA
Component Replacement (pg. 7-11) and Section 7.7 SCADA Recommendations (pg. 7-14), it
describes the replacement of the existing SCADA system. The Wonderware Software is a
required component for the replacement and improvements to the existing WWTP SCADA
system. The software will perform as a server administrator, provide trending analysis,
access data, provide an alarm logger and a multi -dimensional telecommunication link to
other software systems that provides real-time alarm notification, data acquisition, and
remote control logging, data storage, and retrieval from a multitude of telecommunications
systems. The software must be purchased soon to allow the SCADA improvements to be
operated and licensed by the City of Yakima. Sole sourcing is proper because bidding to the
desired requirements would result in only one responsive and responsible submittal.
