A RESOLUTION authorizing and directing the City Manager of the City of
Yakima to designate certain tire changing equipment as
surplus and authorizing its disposal in the manner most
favorable and profitable to the City and in a manner
consistent with the law.
WHEREAS, the City of Yakima's Equipment Rental Division has
previously outsourced its entire purchasing and servicing function; and
WHEREAS, the outsourcing of this function has resulted in a
substantial savings to the City and has reduced total tire costs as well as
greatly improved the overall condition and safety of the City's rolling stock;
and
WHEREAS, the equipment previously used by the City to service and
change tires is no longer used or needed and is therefore surplus to the needs
of the City; and
WHEREAS, the following equipment is deemed to be surplus:
One Coats model 40 - 4S Tire Changer, S/N 40 40S 44253
One Coats Model S — 60 Tire Spreader
One Coats HIT 5000 Tire Changer, Part # 8090001,
S/N 0993138854
One Snap -on Computer Wheel Balancer
One Tire Cage; and
WHEREAS, the space occupied by this surplus equipment could be
more effectively utilized and is needed for a newly initiated afternoon
maintenance shift within the City's Public Works Department; and
WHEREAS, the disposal of the surplus property would be to the
common benefit of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY
COUNCIL OF THE CITY OF YAKIMA:

The City Manager of the City of Yakima, or his designee, is hereby
authorized and directed to dispose of the surplus tire changing equipment
designated herein in a manner most favorable and beneficial to the City and
in a manner consistent with the law.

SUMMARY EXPLANATION: Several years ago, the Equipment Rental Division
outsourced the entire tire purchasing and servicing program. This program has been
very successful in reducing total tire costs and substantially improving the overall
condition and safety of the City's rolling stock. The herein described tire changing
equipment has remained unused for approximately five years and is taking up
valuable shop space. This space can be better utilized in support of the newly
initiated afternoon maintenance shift.
