WHEREAS, the City of Yakima continues to experience unacceptable rates of
litter throughout the City of Yakima, some of which instances never result in formal
CRB proceedings due to a variety of limitations;
1
WHEREAS, the CRB and the City •of Yakima Division of Code

SUMMARY EXPLANATION:
The Litter Committee has proposed the following method to identify and implement more
effective control of unlawful litter in the City of Yakima.
o Volunteers will notify violators of litter problems through the use of door hangers and
personal contact.
o Door hangers will be logged and information sent to the Code Administration Office.
o Volunteers will follow up on logged litter problems and will work with Code
Enforcement Personnel when hired (proposed 2006 Refuse Division Policy Issue).
o Unresolved litter problems will be brought before the Community Review Board (CRB)
for abatement resolution.
o The reason for a Resolution vs. Ordinance is that the CRB will expand their existing
policies rather than add any additional enforcement.
The following resolution will allow the Community Review Board and the Code Administration
Division to merge all resources applicable by law, to have a larger impact on litter control.
