R-2005- 47 A RESOLUTION authorizing, approving, and ratifying the "2005 Operating Program Plan" Of the City of Yakima Wellness Committee WHEREAS, as part of the City of Yakima's self-insured health care program, the City of Yakima established a Wellness Committee to provide opportunities for employees to improve their physical, mental, and emotional well-being, and to provide an avenue for medical costs containment; and WHEREAS, attached hereto is a "2005 Operating Program Plan" for the Wellness Committee that is intended to provide said opportunities and provide an avenue for medical costs containment; and WHEREAS, the City Council has determined that it is in the best interest of the City to authorize and ratify the attached "2005 Operating Program Plan" of the city of Yakima Wellness Committee, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Attached and incorporated "2005 Operating Program Plan" of the City of Yakima Wellness Committee is hereby authorized, approved, and ratified. George, Mayor City Clerk MEMORANDUM TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS DICK ZAIS, CITY MANAGER FROM: EMPLOYEE WELLNESS COMMITTEE NICOLE NUNN, CHAIR DATE: 9 FEBRUARY 2005 SUBJECT: WELLNESS COMMITTEE 2003 ANNUAL REPORT The Wellness Committee is proud to present the 2003 Annual Report of Yakima's Award-winning Wellness program. As you may know, the mission of the City of Yakima Wellness Committee is two -fold; to provide the opportunity for employees to improve their physical, mental and emotional well being, and to provide an avenue for medical costs containment, all in a positive, supportive environment that promotes healthy lifestyle choices. The Wellness Committee works towards these goals on a regular basis and strives to increase participation and awareness. Also, in recognition that our retirees are also covered by the City's insurance plan, representatives from retiree groups have been actively involved. To highlight our 2003 achievements, we calculated the cost per incident of participation. For an average of $8.89 per unit of participation, the Wellness Committee has been able to: • maintain/enhance or establish four Fitness Centers (each of which contains enough equipment to provide a complete workout) • provide equipment which promotes physical activity to five other locations • sponsor Walk America and Relay for Life Teams • provid incentives for using fitness facilities • hold two financial seminars; • offer flu shots free of charge to employees and City -insured family members • sponsor participation in golf, aquatic, and parks and recreation programs • sponsor employee picnic at Bears Baseball game • sponsor skating party • provide chair massages for employees during stressful holiday season • send three Committee members to Seaside Wellness Conference and 1 member to Evergreen Everwell Conference • sponsor spring and fall fun walks/runs • maintain an Employee Wellness Resource office, complete with videos, pamphlets and additional resource information. We have attached a list of specific activities and the level of participation for your information. If you have any questions regarding any of our activities, please do not hesitate to call on any Committee member. (Membership is open to all City employees on a voluntary basis.) Thank you. Although most of the classes relate to physical wellness, the activities are not limited to physical -related issues. During 2003 the Committee sponsored and is continuing to sponsor numerous activities and programs, while maintaining and enhancing the Employee Fitness Center and the Wellness Resource Center. We are pleased to report that participation continues to increase as we offer more exciting events and work with other committees and organizations to enrich the programs we are able to provide. Overall, there were a total of 3,365 incidents of participation in Wellness sponsored activities in 2003. (These figures include fitness center usage.) Specific 2003 Committee accomplishments include: o Sponsored Yoga m January in which 40 people participated for 2 months; o Purchased Hope Heart Newsletters for Quarterly distribution in February; ° With the YMCA created instructional sheets (with photos) for City Hall workout equipment o Received AWC Well City Award at Leavenworth Conference in March; • Sponsored Walk America m April m which 5 people participated and raised a grand total of $550 and received the Rookie Team of the year award; o Sponsored Fisher Golf in May m which 39 people participated for a total of 90 times; o Sponsored "Relay for Life" team m their search for a cure for cancer; • Hosted the Family Picnic in June at the Yakima Bears game in which a total of 220 employees and family participated; • Sent 3 wellness committee members to Seaside, Oregon in June for the Seaside Health Promotion Conference; o Sponsored Healthy Heart Fun walk/skate/run in June m which 12 people participated; • Completed Women's locker room renovation in City Hall of which 27 people use regularly; • Organized a blood drive in August 30 people participated; o Sponsored Long Term Care Seminar in September, m which 18 employees participated; • Sponsored October Fall Poker Walk/Run at Randall Park m which 14 employees, 10 family members, and 2 dogs participated; • Held a roller skating party m November for all City employees and their families in which 132 people participated; • Sponsored flu shots in November in which 256 employees and 46 dependants participated; • Held a Financial Strategies Seminar in November for employees in which 7 participated; • Sent 1 wellness committee member to the Evergreen Health Conference in Tacoma, Washington m of November; • Sponsored Chair Massages at four different locations to relieve the holiday stress in which 182 people participated; Throughout the year, sponsored participation m aquatics programs; Throughout the year, sponsored participation m other Parks & Recreation programs; City of Yakima Wellness Committee 2003 Annual Statistics Page 2 • Maintained and enhanced Employee Fitness Centers o Purchased and maintained a Stretch Trainer at Public Works; • All of the maintenance and enhancement to the fitness centers at various city facilities helped contribute to a total of 2,321 documented incidents of usage. But, we know actual usage is much higher because many times people use the facility without logging their activity. • Throughout the year; sponsored participation in Weight Watchers programs; • Wellness also created a Wellness Newsletter to inform employees about upcoming events and important health issues. • Wellness also provided ongoing support of Wellness Resource Office. Specific 2004 Committee accomphshments include: • Sponsored skating party in which 123 people participated; • Provided health screenings to all fulltime employees m which 166 people participated; • Sponsored employee volleyball team m which 10 people participated and played a total of 300 games; • Sponsored Fisher Golf in May in which 53 people participated for a total of 90 times; • Sponsored "Relay for Life" team in their search for a cure for cancer; • Sponsored 1 member of the Committee to participate in the Seaside Health Promotion Conference in Seaside, Oregon; • Sponsored employee Triathlon in which 12 people participated for a total of 3 months; • Sponsored 1 member of the Committee to participate in Stevens Point National Wellness Conference in Stevens Point, Wisconsin; • Raised $213 for the American Cancer Society at the annual Employee Picnic; • Hosted the Family Picnic in August at Frankhn Park m which a total of 236 employees and family members participated; • Organized a blood drive in August 25 people participated and a total of 19 pmts of blood was drawn; • Sponsored Walktober program in which 61 employees participated for 30 days; • Sponsored employee volleyball team m which 10 people participated and played a total of 300 games; • Held a roller skating party in November for all City employees and their families in which 49 employees and family members participated; • Sponsored Health Fair in November in which 140 documented employees, retirees and family members participated; • Sponsored Chair Massages at two different locations to relieve the holiday stress in which 64 employees participated; • Sponsored Yoga in December in which 10 people participated; • Completed renovations on Men's Locker room at City Hall in which 10 men use on a regular basis; • Had storage area built for Wellness Committee in which overstocked items and other items are stored; • Throughout the year, sponsored participation m aquatics programs; • Throughout the year, sponsored participation in other Parks & Recreation programs; City of Yakima Wellness Committee 2004 Annual Statistics Page 2 Maintained and enhanced Employee Fitness Centers Purchased and maintained a equipment at Yakima Pohce Department; Purchased and maintained Bowflex at City Hall; All of the maintenance and enhancement to the fitness centers at various city facilities helped contribute to a total of 2,110 documented incidents of usage. The attached Resolution authorizes and ratifies the City of Yakima Wellness Program for calendar year 2005. The mission of the Wellness Program is to provide City employees the opportunity to improve their physical, mental, and emotional well-being and to provide an avenue for medical cost containment by promoting healthy lifestyle choices. The 2003 and 2004 Annual Reports depicting Wellness activities during the past two years and the Wellness Operating Program Plan for the calendar year 2005 are included in the report packet.
