A RESOLUTION authorizing and directing the City Manager and the Chief of Police to
execute a memorandum of understanding between the City of Yakima and
the Yakima Police Patrolmans Association regarding premium pay for gang
unit members.
WHEREAS, the Yakima Police Patromans Association ("YPPA") is the exclusive
bargaining representative for police officers up to the rank of sergeant in the City of Yakima
Police Department.
WHEREAS, the City of Yakima Police Department would like to establish premium pay
for members of its gang unit who belong to the YPPA; and
WHEREAS, the City Council has determined that it is in the best interest of the City of
Yakima that such Memorandum of Understanding be executed by the City, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager and the Chief of Police are hereby authorized and directed to execute
the attached and incorporated "Memorandum of Understanding between the City of Yakima and
the Yakima Police Patrolmans Association" regarding premium pay for gang unit members.

MEMORANDUM OF UNDERSTANDING BETWEEN
THE CITY OF YAKIMA AND THE YAKIMA POLICE PATROLMANS
ASSOCIATION
1. The parties to this Memorandum of Understanding, the City of Yakima and the
Yakima Police Patrolmans Association, enter this agreement to establish premium pay for
gang unit members.
2. The parties' Collective Bargaining Agreement Article 23 shall contain a new section as
follows:
Section 9 — Gang Unit Pay. Effective February 1, 2005, all patrol division
officers assigned to the Gang Unit shall be paid 1.75% of their current base pay in
addition to their regular salary for each full month assigned to the Unit.
3. This agreement shall be effective upon signing and upon ratification by the Yakima
City Council and the YPPA. The terms of this agreement shall be incorporated into the
new collective bargaining agreement.

Consideration of a resolution authorizing the City Manager and the Chief of
Police to execute a memorandum of understanding with the Yakima Police
Patrolman's Association regarding premium pay for gang unit members.

SUMMARY EXPLANATION: The current collective bargaining agreement between the City of
Yakima and the Yakima Police Patrolmans Association (YPPA) provides for shift differential pay
for "general squad patrol officers on the division shift roster." Gang unit members do not fall within
this description, however, they work the majority of their shifts at night and are also responsible for
answering radio calls and performing many of the same duties as general squad patrol officers.
The Police Department would like to remedy this inequity by establishing premium pay for gang unit
members of 1.75% of their base pay for each full month assigned to the unit. This is the same
amount currently paid as a shift differential to patrol officers whose 10 hour and 40 minute shifts
start after 3 p.m. and before 7 p.m. Establishment of a premium pay assists the Department in
attracting and maintaining qualified officers for the gang unit.
No special appropriation is needed to fund this resolution. The cost for premium pay for six officers
and one Sergeant (the Gang Unit) is $7,507.00 per year. This change is recommended by the Chief
of Police.
