While technology can be an asset to Law Enforcement, it can also pose new challenges that we must address. Camera's showing what police officers are doing is one of the best ways to provide information to the reviewers of facts, but more importantly, promote trust, legitimacy and transparency in law enforcement agencies. Police born camera recordings show the good the bad and the ugly of police work. They show that despite sensationalized reporting, police officers are doing the right thing in our communities 99% of the time. They also reveal that police officers are human and prone to emotions and feelings that can contribute to the difficulty of the job. Police officers can have bad days, unfortunately, when the bad days are captured on video; they seem to get more attention than the good days. Use of body worn cameras will no doubt benefit law enforcement. Public sentiment requires law enforcement agencies they can trust and feel comfortable with in their communities. The Commission on 21st Century Policing specifically listed technology and Body Worn Camera's as a way to build trust and transparency between law enforcement and the communities they serve. Utilizing body worn cameras has been met with skepticism by some officers, while the majority has the attitude that body camera recordings will show their professional interactions with the public. The reality is that not embracing such technology could prove to be costly in the long term. Lieutenant Chad Stephens Yakima Police Department Overview On April 1, 2016, Governor Inslee signed Engrossed House Bill 2362. This bill among other things placed restrictions on the availability for public disclosure video from Body Worn Camera's used by police officers in their official duties. The bill was clear that to be eligible for it a law enforcement agency in Washington State needed to begin a pilot body worn camera project by June 9, 2016 to be eligible for the bills exemptions. Several sections of Engrossed House Bill 2362 expire July 1, 2019. The Bill also requires the creation of a task force that must report its findings about Body Worn Camera's back to the Governor by December 1, 2017. The Yakima Police Department with the approval of the Interim City Manager Jeff Cutter and Chief of Police Dominic Rizzi implemented a body camera pilot project on May 23, 2016. Six Patrol Officers used Body Worn Cameras from two major vendors; each officer tested both camera systems for a period of approximately 60 days. This evaluation process allowed for a direct comparison of each system from an end users perspective. The following is a report on the results of that project. Report There are many areas of consideration when assessing a Body Worn Camera system deployed in a Law Enforcement work environment. This report will cover several areas of consideration such as, the end users perspective, management and records retention considerations, Information Technology (IT) considerations, and overall estimated cost. Thankfully, for the Yakima Police Department, recording our officers while performing their duties is not a new endeavor. Officers have been utilizing in car cameras since 2003. Thus, it was not difficult getting officers to participate. The department selected two different body worn camera systems to test over a 5 month period. The two systems selected for the pilot project were Coban and Axon (Taser). The Coban Echo camera was selected from a compatibility standpoint because of the easy integration into our existing in car camera systems. The Axon camera was selected as the other test series because of its technological advances in software, storage, and end user functionality. Officer Evaluations Over the five month pilot project officers were asked to assess five Feature categories for each camera within the pilot project. Those categories were Ease of Use, Convenience, Comfort, Battery Life, Field of View and Clarity of the Audio Recording. Officers assigned to the research group assessed each camera for approximately 60 days. Generally, the officers found the two cameras to be unremarkable from one another in ease of use. There were a few exceptions, one being the activation switch. Some of the officers felt the recording activation switch was more convenient on the Axon camera. This was because it was a larger button and on the front of the camera instead of the side like the Coban camera. (It should be noted that with the launch of Coban's new X1 camera the activation switch is now on the front and larger). Another difference mentioned by the officers was the ease of use when it came time to review recently recorded video. During the pilot project, when officers used the Axon camera they were able to view recently recorded videos on an associated "I" device (Provided with the camera system). The Coban system required the video be uploaded first, prior to viewing. Again, (It should be noted that Coban's new X1 can transfer data via Bluetooth to view video on in -car computers for expedited viewing). The quality of the audio and video recordings was not noticeably different between the two units. Battery life was also nearly the same, with Axon having just a slight edge. One of the officers reported that both cameras came off once during physical altercations. Both cameras have mounting options that mostly revolve around a magnet type of attachment system for the officer's uniform. Officers reported that the Axon cameras took much longer to download than the Coban system. This was most likely because the Axon cameras download directly to cloud storage, whereas the Coban system downloads directly to the server. System Overview and functions Axon This company is a division of Taser International; the Axon camera is very capable and provided high quality video and audio recordings. The camera features the following options; • Pre -event buffering: This is configurable to the needs of the department. • RMS/ CAD compatibility: This exists to a certain extent. The way evidence.com integrates with RMS & CAD is somewhat uncertain in its accuracy. It lines up the video recording and calls that occurred at the same time and makes a "best guess" as to which video goes to which call. The company claims near 90% accuracy, but this would have to be manually verified for accuracy. • Auto -activation: This allows the camera to be turned on with any number of features in the vehicle, i.e. light bar activation, gun lock activation, or driver's door opening. The fault is that currently this system works by emitting a Bluetooth signal that activates all cameras in a given range. This is a $279.00 additional cost per camera. • Cloud based storage: Axon offers storage options that can be tailored to specific needs of the agency. The issue arises with upload speed. Axon's storage is cloud based and is uploaded directly to the cloud. This is very time consuming and the infrastructure to send it will have to be adjusted based on the anticipated volume of data the department would be sending. Currently officers would be required to dock their cameras at the end of their shift then return the next day to retrieve them before they began work. This process is not conducive to the current take home car program. • Evidence storage and management: Axon's evidence.com's stores electronic data from both their Body Worn Camera's and Electronic Control Devices. I was able to successfully use this system to view video evidence, make copies of videos for requestors and help our Taser instructors utilize it. The system has the capability to give access to other non -camera users like prosecutors and detectives, but there is a need to purchase a license for each additional user, i.e. detectives, administration and analysts. Each user license is $300.00. Coban This company has been used by the Yakima Police Department since 2003 for our in -car camera systems. The City of Yakima was Coban's first customer. Coban has improved and released their new camera, the Focus X1. Many of the improvements on this camera address the concerns that the testing officers brought forth. The tested camera, the Echo, provided high quality video and audio recordings. The following are some of the camera features, options and capabilities; • Pre -event buffering: This is configurable to what the agency desires, from 30 seconds to 2 minutes. • RMS / CAD compatibility: This system is much more accurate. The video is synced with the officer's in -car camera system. This allows for the body camera to talk to the in -car system. The officer can enter the case number so a positive accurate association can be made. This sync also allows the officers to view their videos from their vehicle. It also allows for the remote upload of videos from the vehicle as well. • Auto -activation: This allows the body camera to be activated with the emergency lights as does the in -car camera system. The body camera will also replace the microphones that are part of the body camera system. This is a $320.00 additional cost per camera. • Cloud based storage: Coban does offer a cloud based storage system, however they recommend a hybrid system for reasons that our test officers experienced. Upload speeds were much faster with the Coban system. This is because they were uploading to the server and not the cloud. Coban recommends that videos are uploaded to the server, then to the cloud for long-term storage. This way those video's that were only set for short term retention would not need to be sent to the cloud. • Evidence storage and management: Coban uses a digital evidence management system called Command. This system allows the review of videos by command and detectives and sending videos to prosecutors. It eliminates having to copy videos to a separate media format, which currently takes one full time employee. • Future technology: Coban is updating their current in -car system. The new system will likely have the future capability to identify vehicles in the camera view and the ability to detect motion and alert the officer to that motion through an alarm on their body camera. Coban's desire is to turn the modern police vehicle into a hub environment for the officer to work in. Cost Axon and Coban both offer different levels of service with their body worn camera program. Axon; has a program that pairs the Axon camera with the Taser Electronic Control Device (ECD); this is referred to as the officer safety plan. This plan also encompasses unlimited data storage. This plan replaces and upgrades software for the camera and ECD weapons over a five year period in 30 month increments; this ensures the latest technology is available to our officers. This plan also accounts for a 5% to 7% spare camera/ ECD inventory and a full warranty as long as the department is enrolled in the program. Coban; has a five year plan that replaces or updates cameras and software in years one, three and five. It includes a 10% spare camera supply as well. The portion of the Coban system that is not exact is storage of data. This is because it is a hybrid system that utilizes our current servers and then uploads long term storage items to a cloud storage system. This may vary and will require certain equipment to be purchased; this equipment is included in the cost comparison. Please see the attached proposals from Axon and Coban. Public Disclosure and Buffering If Engrossed House Bill 2362 is maintained as currently drafted with its restrictions on public disclosure requests, and with the use of available software to aid in the disclosure process, it is anticipated that we may only have to maintain one additional employee to facilitate the disclosure and republication process. Late in 2016, an issue of whether or not pre -event buffering was part of a disclosable recording that needed to be made available through public disclosure has also been resolved. The resolution came pursuant to change in the Washington State Records Retention Schedule.
