RESOLUTION NO. R 2010-99
authorizing the City Manager to execute program policy updates to the
Single Family Rehabilitation Loan program and the Senior/Disabled
Home repair programs
WHEREAS, the City of Yakima uses CDBG funding for Single -Family Rehabilitation
programs; and
WHEREAS, The single Family Rehabilitation program and Senior/Disabled repair
programs need updating to meet current demands within the community; and
WHEREAS, the Single Family Rehabilitation loan program assists qualified applicants
for up to a maximum amount of $15,000 to address emergency repairs to owner occupied
single family dwellings to address such emergency repairs as, no heat, no water, no sewer, no
power, leaking roofs to also include addressing lead based paint issues as per HUD
regulations; and
WHEREAS, The Senior/Disabled home repair program would benefit applicants with an
increase in the lifetime benefit amount of $15,000, and a subdivision of programs to include a
Senior/Disabled Energy Conservation program and a Senior/Disabled roof repair/replacement
program would further benefit applicants; and
WHEREAS, the Senior/Disabled repair programs would continue to be a grant, while the
Single Family Rehabilitation Loan program will be secured by a lien against the property with an
interest rate of 0% to 3% determined by the income affordability of the qualified applicant on a
term of no longer than 15 years based on the loan amount; and
WHEREAS, this action will allow for the continued affordability of housing for the low to
moderate income homeowner applicants applying for assistance through the City of Yakima
housing rehabilitation programs, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The program policy updates to the Single Family Rehabilitation Loan Program and the Senior/Disabled
Home repair programs are hereby authorized and approved.
The City Manager is hereby authorized and directed to execute program policy updates to the
Single Family Rehabilitation Loan program and the Senior/Disabled Home repair programs.

ITEM TITLE: A resolution adopting policy updates to the Single Family Rehabilitation
and the Senior/Disabled Home repair program.

SUMMARY EXPLANATION: The City of Yakima receives federal CDBG funds and assists
qualified low to moderate income homeowners within the City of Yakima through the existing
Single Family Rehabilitation programs for over 35 years. These programs were last updated
over 12 years ago and ONDS proposes the following updates to those existing programs.
The Single Family Rehabilitation Loan program would become a loan to qualified applicants for
up to a maximum amount of $15,000 to address emergency repairs to owner occupied single
family dwellings to address such emergency repairs as, no heat, no water, no sewer, no power,
leaking roofs to also include addressing lead based paint issues as per HUD regulations.
The Senior/Disabled home repair program would increase the lifetime benefit amount from a
current $5,000 to expand to a $15,000 maximum lifetime benefit amount. This would also
include a subdivision of programs to include a Senior/Disabled Energy Conservation Program to
help with Heating/cooling, weatherization and insulation, to also include a Senior/Disabled roof
repair program.
The Senior/Disabled home repair programs would continue to be a grant, while the Single
Family Rehabilitation loan program will be secured by a lien against the property with an interest
rate of 0% to 3% determined by the income affordability of the qualified applicant on a term of
no longer than 15 years based on the loan amount.
