A RESOLUTION of intention to create a local improvement sewer district in the vicinity of North
69th Avenue extending north to Englewood Terrace and setting date of public
hearing for October 5, 2004.
WHEREAS, that it is the intention to improve the property within the following described
district by constructing a sewer line with the necessary sidesewers and manholes; all of said
improvements to be constructed in full accordance with the plans and specifications to be prepared by the
Office of the City Engineer and filed with the City Clerk.
WHEREAS, the district to be served by and specially benefited by and assessed for the above
described improvement is situate in Yakima County, Washington, and is all of the property described
below:

181320-12493, 181320-12492
WHEREAS, all persons who may desire to be heard with reference to said proposed
improvements are hereby directed to appear at a meeting of the City Council to be held in its office in the
City Hall in the City of Yakima, Yakima County, Washington, at the hour of 2:00 o'clock p.m. on
Tuesday, October 5, 2004 which time and place are hereby fixed for the hearing of all matters relating to
said proposed improvement or objections thereto, and for determing the method of payment for said
improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention
to make the aforesaid improvements.
WHEREAS, all costs and expenses in connection with the construction of said improvements,
including the engineering, inspections, advertising, publication of notice, and all other expenses incident
thereto, shall be levied and assessed against all of the property legally and properly assessable therefore as
provided by law and as above described; and
WHEREAS, the said assessment shall be made according to special benefits derived from the
improvement without regard to the zone and termini method.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Engineer is hereby directed to submit to the City Council at or prior to the date herein
fixed for said hearing all of the data and other information required by law to be by him submitted.

SUMMARY EXPLANATION:
The formation of this Sewer Local Improvement District (LID) for Englewood Terrace consists
of eight (8) parcels as shown on the attached LID boundary map. The project will consist of the
construction of approximately 950 lineal feet of 8 -inch sewer pipe.
The City has received signed Outside Utility Agreements from property owners within the LID
boundary representing 100% of the property owners.
The attached Resolution is to set the date of hearing for October 5, 2004. The estimated cost to
install sewer from North 69th Avenue extending north to Englewood Terrace a total of eight
parcels is $142,636.00.
LID assessments may be financed by the City of Yakima on a ten-year plan through the sale of
bonds or the issuance of promissory notes.
