RESOLUTION NO. R-2004-136
declaring six (6) 1999 Eldorado buses surplus and
authorizing the sale of up to six (6) buses to Ben
Franklin Transit in Richland, Washington
WHEREAS, the City of Yakima owns 1999 Eldorado buses, equipment
numbers ER 7077; ER 7078; ER 7079, ER 7080, ER 7081, and ER 7082, for which
the City has no immediate or foreseeable use and which are surplus to the needs
of the City; and
WHEREAS, the City of Yakima has purchased ADA (Americans with
Disabilities Act) -compliant replacement buses, therefore making Yakima Transit
100% handicapped accessible; and
WHEREAS, the Eldorado buses are beyond their expected lifespan
according to the Federal Transit Administration' s (FTA) guidelines, although
they still have an acceptable resale value; and
WHEREAS, Ben Franklin Transit in Richland, Washington has expressed
interest in purchasing Eldorado buses from Yakima Transit, pending approval of
their Board of Directors, and
WHEREAS, the City Council finds that it would be in the best interest of
the City to declare six (6) 1999 Eldorado buses surplus and authorize the sale of
up to six (6) buses to Ben Franklin Transit in Richland, Washington, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby declares the aforementioned 1999 Eldorado
buses, equipment numbers ER 7077; ER 7078; ER 7079, ER 7080, ER 7081, and
ER 7082, to be surplus to the needs of the City of Yakima, and the City Manager
is hereby authorized to sell up to six (6) of said 1999 Eldorado buses to Ben
Franklin Transit in Richland, Washington.
ADOPTED BY THE CITY COUNCIL THIS 7th of September 2004.

SUMMARY EXPLANATION:
The Transit Division has six 1999 Eldorado buses (Vehicle Numbers ER 7077;
ER 7078; ER 7079, ER 7080, ER 7081, and ER 7082) which are beyond their expected
lifespan. Ben Franklin Transit in Richland, Washington has expressed interest in
purchasing these buses for $117,960, pending approval of their Board of Directors.
Staff recommends that the six (6) buses be declared surplus and Ben Franklin's
tentative offer to purchase be accepted for up to six of the units. The concept of the
Yakima Convention Center receiving two buses for their use is still being
evaluated.

STAFF RECOMMENDATION: Staff respectfully requests the City Council to
adopt the attached resolution declaring surplus six (6) 1999 Eldorado Transit Buses
and authorizing the sale of six (6) buses (Vehicle Numbers ER 7077; ER 7078;
ER 7079, ER 7080, ER 7081, and ER 7082) to Ben Franklin Transit in Richland,
Washington.
