A RESOLUTION approving the request of Mr. Mel Moore to close Yakima Avenue between
1st Street and Naches Avenue from 5:00 a.m. on September 4, 2004 until,
7:00 p.m. on September 5, 2004 for a 3 on 3 Basketball Tournament.
WHEREAS, the City wishes to increase tourism and business in the Downtown area;
and
WHEREAS, Mr. Mel Moore is organizing the 2004 Hot Shots 3 on 3 Basketball
Tournament and wishes to hold the tournament in Downtown Yakima; and
WHEREAS, Mr. Moore experienced success with holding the previous tournament in
Downtown Yakima; and
WHEREAS, the Yakima Police Department lacks the authority to grant any street
closure greater than four hours or extending beyond 10:00 p.m.; and
WHEREAS, the Yakima Police Department typically requires the requesting party to
provide and pay all costs associated with barricades and traffic control; and
WHEREAS, City ordinance 9.70.055 pertaining to street closures requires the requesting
party to have one million dollars liability insurance coverage for the duration of the closure;
and
WHEREAS, the Yakima Police Department has no opposition to this street closure,
now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby approves the request of Mr. Mel Moore to close Yakima
Avenue from 1st Street to Naches Avenue from 5:00 a.m. on September 4, 2004 through 7:00
p.m. on September 5, 2004, provided that the requesting party provides and pays for all costs
associated with barricades and traffic control and adheres to the provisions of ordinance
9.70.055 of the Yakima Municipal Code.

The Police Department has received a request from Mr. Mel Moore for a street closure on
Yakima Ave from 1st Street to Naches Ave. The closure period would last from 9/4/04 at
0500 until 9/5/04 at 1900. This closure request is to accommodate a Hot Shots 3 on 3
basketball tournament.
While the Department has no opposition to this closure, by ordinance we may only grant
street closures for no more than four hours in duration (9.70) and that closure must end by 10
p.m. As such this request falls outside of our authority to grant. We are forwarding this
request to the City Council so they may take whatever action they desire on the request.
As a note, the Police Department typically requires a requesting party to provide and pay all
costs associated with barricades and traffic control devices required for the closure. In
addition City ordinance requires the requesting party to have one million dollar liability
insurance coverage for the duration of the closure.

LOCATION: (If for a parade include time and location of assembly, disassembly and proposed route):
PARADES/MOTORCADES: It shall be the responsibility of the person in charge of the parade/
motorcade to see that all units have been instructed as to time and place of assembly, disassembly and
their position in the procession. A representative from the sponsoring organization shall be present at
the assembly location to assure the event starts at the scheduled time and to assure units in the event
are not more than 50 feet apart. All rules and regulations as specified in Yakima Municipal Code 9.70
will be adhered to.
SPECIAL EVENT PERMITS: (Fairs, foot races, bicycle races, block parties, etc.). When application is
made for a block party involving closure of a street, such closure shall not be for more than one city block,
nor for more than four hours and will end no later than 10 p.m. The application shall contain an
agreement to such conditions signed by all residents of the block proposed for closure. Sponsors will
provide their own barricades and these must meet M.U.T.C.D. standards. The city does not have these
devices to rent or loan. Noise levels must conform to the City of Yakima noise ordinance. If alcoholic
beverages are to be dispensed, evidence of a permit issued by the State Liquor Control Board shall be
produced.
