A RESOLUTION ratifying an amendment to Article VIII - Finances of the Yakima Valley
Conference of Governments (YVCOG) Articles of Association.
WHEREAS, on May 19, 2004, the YVCOG general membership voted to recommend
approval of the following amendment to Article VIII - Finances of the YVCOG Articles of
Association:
Article VIII - Finances. "After reviewing the work program and the
assessments, each member jurisdiction shall notify the Conference in
writing by December 1 December 31 of their intent to continue
participation in the Conference at the specified assessment or to terminate
their participation."
WHEREAS, the City Council of the City of Yakima finds that the above amendment to
Article VIII - Finances of the YVCOG Articles of Association is acceptable to the City of Yakima
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The May 19, 2004 amendment to Article VIII - Finances of the YVCOG Articles of
Association outlined above is hereby ratified.
ADOPTED BY THE CITY COUNCIL this 20th day of , 2004.

RE: Amendment to YVCOG Articles of Association
Dear Mayor George,
On May 19, 2004 the YVCOG General Membership voted to recommend approval of the
following amendment to Article VIII — Finances of the YVCOG Articles of Association:
Article VIII -Finances. `After reviewing the work program and the assessments, each member
jurisdiction shall notify the Conference in writing by Dcccmbcr 1 December 31 of their intent to
continue participation in the Conference at the specified assessment or to terminate their
participation.'
Recommended amendments of the Articles require ratification by two-thirds of the member
jurisdictions before they are effective. As of this date, we have had no response from you.
Please forward minutes or resolution of your action to the YVCOG office.

ITEM TITLE: A resolution to approve amendment to YVCOG Article of Association

EXPLANATION:
Per the attached letter from Don Skone, Executive Director of Yakima Valley Conference of
Governments (YVCOG), the City of Yakima and other jurisdictional members of YVCOG are
being asked to approve a minor amendment to Article VIII -Finances of the Articles of
Association. The effect of the amendment would be to change the deadline for member
jurisdictions to notify the Conference of their interest in continuing their participation with the
Conference or terminating their participation. Currently the deadline is December 1 of each
year. The amendment would push that date back to December 31.
