R-2004-92 A RESOLUTION authorizing the purchase of a used automated refuse packer from the City of Richland, Washington. WHEREAS, the City of Yakima Public Works Department Refuse Division is in immediate need of an automated refuse packer; and WHEREAS, the City of Richland, Washington has a used 2001 Peterbilt 320 and 2001 Wayne 27 -Yard Curbtender, serial numbers 1NPZLTOXX1D713343 and 15608 that meet the City of Yakima's need for an automated refuse packer and is willing to sell said vehicle for $75,500.00 plus sales tax; and WHEREAS, RCW 39.33.010 allows for the sale or public property by one municipality to another for mutually agreed-upon terms and conditions; and WHEREAS, the City of Yakima Public Works Division has inspected the vehicle and finds it to be in good condition; and WHEREAS, current pricing for a new truck of this type approaches $200,000.00; and WHEREAS, the City of Richland has complied with the notice and hearing requirements of RCW 39.33.020; and WHEREAS, the City Council deems it to be in the best interest of the City to purchase this vehicle from the City of Richland, Washington, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager is hereby authorized to purchase the 2001 Peterbilt 320 and 2001 Wayne 27 -Yard Curbtender, automated refuse packer from the City of Richland, Washington, for the purchase price of $75,500.00 plus sales tax and is authorized to execute any necessary paperwork to carry out such purchase. Appropriation Ordinance incorporating the buy-back proceeds of Refuse Packer No. ER #3136 as specified in the buy-back provision (see attached) with the vendor found in City Purchase Order 00-05760. The amount of the "buy-back" funds the purchase from Richland. The City's Refuse Division is nearly mid -way through its conversion of manual refuse service to automated service. This was a seven-year process as decided in 2001, Agenda Item No. 18 dated July 17, 2001. The intent of automation was multifold, to make more efficient the City's refuse service, to reduce injuries to our employees --and thereby reduce the City's exposure to escalating workers compensation claims --and finally, to increase the service level to those areas which required attention. All these goals are being accomplished; however, as we move the physical labor to machinery, we Iind the necessity to have a backup automated packer for those times when the normal compliment of vehicles may be impacted by repair requirements. This proposal provides a low—cost solution to this challenge. RCW 39.33 allows for interlocal purchasing of this kind and the attached letter from Richland, Washington documents their commitment to this sale and purchase.
