A RESOLUTION authorizing the City Manager to execute applications, certifications and
agreements pursuant to an application for a loan from the Washington
State Drinking Water State Revolving Fund in the amount of
$1,088,901.20 for Naches River Water Treatment Plant (NRWTP) Filter
Rehabilitation Project.
WHEREAS, City of Yakima, is applying to the Washington State Drinking Water
State Revolving Fund program for a low-interest loan for an eligible project; and
WHEREAS, the borrower's governing body has approved submission of this
application; and
WHEREAS, it is necessary that certain conditions be met as part of the
application process, including an approved water system plan, the inclusion of the
applicant project in the water system plan, qualification for funding under risk categories
identified in the program guidelines; and
WHEREAS, the local governing body will comply with applicable provision of
Public Law 104-182, The Safe Drinking Water Act (SDWA) Amendments of 1996,
Section 1452; EPA general grant provisions in 40 CFR Part 31; and other applicable
state and federal laws; and
WHEREAS, RCW 43.155.060 requires that the project will be advertised for
competitive bids and administered according to standard local procedure; and
WHEREAS, RCW 39.12 requires public works projects use state prevailing
wages; and
WHEREAS, the loan will not exceed 100% of eligible costs incurred for the
project; and
WHEREAS, any loan arising from this application constitutes a debt to be repaid,
and David Brown, Water/Irrigation Manager has reviewed and concluded that the City of
Yakima has the necessary capacity to repay such a loan; and
WHEREAS, the information provided in this application is true and correct to the
best of the applicant's belief and knowledge and it is understood that the state may
verify information, and that untruthful or misleading information may be cause for
rejection of this application or termination of any subsequent loan agreement.
NOW THEREFORE, City Of Yakima certifies that it meets these requirements,
and further, that it intends to enter into a loan agreement with the Public Works Board,
provided that the terms and conditions for a Drinking Water State Revolving Fund loan
are satisfactory to both parties; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby authorizes and directs the City Manager to submit a loan application for
$1,088,901.20 to the Washington State Drinking Water State Revolving Fund for the Naches
River Water Treatment Plant Filter Rehabilitation Project; and the City Manager is hereby
authorized and directed to execute all certifications and agreements pursuant to the project.

The "Affordability" points?

In order to receive bonus points, system must submit documentation as part of this application, of
the system 's current average annual water rates or documented water rates to be implemented
after project construction. Rates identified in a water system plan, plan amendment, small water
system management program, project report, or rates formally approved by the water system may
be used as documentation.
Equivalent Residential Unit calculations are shown in the Guidelines, Appendix P. Bonus points
are calculated at time of DOH project review.

2) System serves a mobile home park or apartment complex and has a master meter;
3) On a case by case basis, if DOH determines that the cost of the meters is prohibitive for the
DWSRF project as a whole and waiving the meter requirement is necessary to move the project
forward and promote priority public health issues. Note: the applicant must request this waiver
below. Very few projects will be granted waivers. Applicants must enter estimated service meter
costs in the application on page 9, Section III, Estimated Project Costs. If applicant is granted a
waiver, the DWSRF loan request will be reduced by the amount of the service meter costs. It is
important to note that two (2) bonus points will be awarded to projects that include installing
service meters on unmetered services. See Guidelines, page 5 for details.

A separate application must be submitted for each project, with the following exceptions:
• A group ofprojects necessary to solve a single problem must be contained in a single application.
Example: Project is for disinfection, therefore, system needs to install chlorination facilities, reservoir for contact time,

B. PROJECT NEED:
Describe in detail the problem(s) or need(s) that requires the water system to propose this project. Describe in
specific terms the threat to public health and safety that the project will avert, or describe the opportunity the
system wishes to capture by taking the proposed action at this time. The project need statement is not scored, but
whenever possible, applicants are required to identify:
• The number of people who are or will be affected by the problem;
• The impacts that the existing situation has or will have on the system's operation and expenses;
• The impacts that the existing situation has or will: have on the environment and endangered species; and
• Any other information that will put the need for the project in clear perspective.

Deficiencies noted in the 1998 Carollo WTP evaluation report with respect to the existing filter components, operations, and
performance are as follows:
• The distance between the top of the media and the surface wash arm is about 8 -inches. This distance should be at most 3 -
inches to provide for effective surface wash.
• There is no access to the filter plenums.
• Water depth above the filter media is about 5 feet. This could lead to negative pressures within the filter bed, and could result
in air binding.
• Excessive mudball formation and media mounding. Causes may include: Filter aid polymer dose too high promoting the
formation of a mud layer on top of the filter media; Ineffective surface wash that does not break up the mud layer that forms
on the filter surface; Poor distribution of backwash water, resulting in gravel migration and media mounding.
Considerable media mounding is noticeable along the perimeter (edges) of the filters. This suggests a breach in the grout layer, which
could lead to short-circuiting across the filter during filtration, and maldistribution during backwashing resulting in ineffective filter
cleaning.
The 1998 report points out that four percent of average daily filtered water turbidity values were greater than 0.1 NTU While the
results are below existing and future Federal regulations, turbidity values above 0.1 NTU exceed good operating practice limits. In
addition, the Partnership for Safe Water (PSW) recommends an individual filter turbidity goal of 0.1 NTU. The 1998 report further
concludes from analysis of raw and finished water turbidity data, that when average daily raw water turbidity values were greater than
25 NTU the resulting average daily filtered water turbidities were greater than 0.1 NTU. In addition, it was shown that average daily
raw water turbidities greater than 15 NTU resulted in average daily maximum filtered water turbidities of about 0.3 NTU. During
episodes of raw water turbidities greater than 20 NTU, plant flow rates were decreased as a means to maintain acceptable filter water
turbidities. These data indicate that the existing contact filtration process at the plant is not capable of reliably treating raw water with a
turbidity above 15 NTU.
These results indicate inadequacies with the existing filter media and underdrain designs. The current designs are typical of water plants
constructed about 30 years ago when water quality standards were not as stringent. New and current filter media and underdrain
designs are required to allow the City to reliably produce high quality water in compliance with more stringent future drinking water
standards.

C. PROJECT SCOPE:
Describe in specific terms what will be done as part of this project. List materials to be used in approximate terms
to allow flexibility (Examples: Install new filtration system; replace approximately 8,000 lineal feet of water line.)
The existing filters will be upgraded and modified. With these improvements, the WTP will be able to reliably produce high quality
filtered water with turbidities less than 0.1 NTU under all conditions. Recommended improvements to the filters include:
• Replace the existing Leopold clay block underdrains with a nozzle underdrain system. Benefits of this type of underdrain
system are: Elimination of gravel support system and elimination of grout fillet along edge of filter walls. Elimination of gravel
allows for an additional foot of water depth above filter media.
• Replace the existing multi -media configuration with a dual media design. The new media design would consist of 12 -inches of
0.55 mm ES sand and 24 -inches of 1.1 mm ES anthracite. This new media design will provide excellent filtered water quality
and increase solids storage capability of the filter bed.
• Replace the existing rotary arm surface wash mechanism with a fixed grid surface wash system. This system provides a more
thorough wash of the entire filter surface
D. USEFUL LIFE OF THE IMPROVEMENTS IS 20 YEARS.
E. HOW DOES THE PROJECT ADDRESS THE NEED:
Describe in detail how the project addresses the needs and/or opportunities outlined in Section II -S, Project Need.
If the project does not address all of the needs, explain what will be done to complete that effort. (Please limit to

• A new nozzle underdrain system will be more structurally robust than the existing block underdrain system. Identified
deficiencies with the existing grout system, i.e., short-circuiting during filtration and maldistribution during backwashing, will
be resolved by installation of a reinforced concrete slab.
• Elevated filtered water turbidities resulting from periodic increases in raw water turbidities will be resolved by a filter media
design tailored to produce water to meet today's more stringent turbidity regulations. The proposed dual media design will
have a L/d ratio over 1,100, a 20 -percent increase over the existing media design. The L/d ratio, where "L" is media depth and
"d" is media effective size, is directly proportional to particle removal efficiency The larger the value, the more efficient and
effective particle removal.
• The existing rotary arm surface wash system will be replaced with a fixed grid system that covers the entire media surface. The
new system will be located between 2- and 3 -inches above the media surface, thereby promoting effective surface wash and
break-up of potential mudballs.

A. REQUIRED ATTACHMENTS FOR ALL WATER SYSTEMS:
® Attach a vicinity map and legal description of the property associated with this project. The legal description must
include Section, Township, and Range of the project's location.
® The applicant must submit documentation of any existing or potential compliance problem, as part of the
application package, in order to receive the middle value compliance bonus points (see Guidelines, Appendix E,
page 21).
• Community water systems applying for Affordability Bonus Points (page 3) must submit documentation as part of
this application of the system's current average annual water rates, or documented water rates to be implemented
after project construction. Rates identified in a water system plan, plan amendment, small water system
management program, project report, or rates formally approved by the water system may be used as
documentation.
B. IN ADDITION TO THE ABOVE, PRIVATELY -OWNED WATER SYSTEMS ARE
REQUIRED TO ATTACH THE FOLLOWING:
® If the water system is under any regulatory or court compliance order, attach a description that includes the date of
issue and date compliance is required.
• If system is a nonprofit noncommunity and federally recognized nonprofit entity, attach a copy of the federal

NOTE: All privately owned water system applications that are deemed eligible by the Department of Health and rank
high enough on the 2004 DWSRF Prioritized Project Application List for funding, will be required to provide additional
detailed financial information to the Public Works Board staff in September 2004. At a minimum, this will include:

APPLICANT CERTIFICATION
RESOLUTION NO. R-2004-73
A RESOLUTION authorizing the City Manager to execute applications, certifications and agreements pursuant to an
application for a loan from the Washington State Drinking Water State Revolving Fund in the amount of $1,088,901.20
for Naches River Water Treatment Plant (NRWTP) Filter Rehabilitation Project.
WHEREAS, City of Yakima, is applying to the Washington State Drinking Water State Revolving Fund
program for a low-interest loan for an eligible project; and
WHEREAS, the borrower's governing body has approved submission of this application; and
WHEREAS, it is necessary that certain conditions be met as part of the application process, including an
approved water system plan, the inclusion of the applicant project in the water system plan, qualification for
funding under risk categories identified in the program guidelines; and
WHEREAS, the local governing body will comply with applicable provision of Public Law 104-182,
The Safe Drinking Water Act (SDWA) Amendments of 1996, Section 1452; EPA general grant provisions in 40
CFR Part 31; and other applicable state and federal laws; and
WHEREAS, RCW 43.155.060 requires that the project will be advertised for competitive bids and
administered according to standard local procedure; and
WHEREAS, RCW 39.12 requires public works projects use state prevailing wages; and
WHEREAS, the loan will not exceed 100% of eligible costs incurred for the project; and
WHEREAS, any loan arising from this application constitutes a debt to be repaid, and David Brown,
Water/Irrigation Manager has reviewed and concluded that the City of Yakima has the necessary capacity to repay
such a loan; and
WHEREAS, the information provided in this application is true and correct to the best of the applicant's
belief and knowledge and it is understood that the state may verify information, and that untruthful or misleading
information may be cause for rejection of this application or termination of any subsequent loan agreement.
NOW THEREFORE, City Of Yakima certifies that it meets these requirements, and further, that it intends
to enter into a loan agreement with the Public Works Board, provided that the terms and conditions for a Drinking
Water State Revolving Fund loan are satisfactory to both parties; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMVIA:
The City Council hereby authorizes and directs the City Manager to submit a loan application for $1,088,901.20 to the
Washington State Drinking Water State Revolving Fund for the Naches River Water Treatment Plant Filter Rehabilitation
Project; and the City Manager is hereby authorized and directed to execute all certifications and agreements pursuant to the
project.

7.56.050 Domestic charge.
The domestic charge shall include both an equitable share of the cost of the existing facilities related
to the supply, treatment, transmission, storage and pumping of domestic water and a reasonable
estimate of the actual cost of connection of domestic water demand to the domestic water system
(including costs associated with expanding the system). The amount of this charge is a function of the
amount of water flowing to the facility to be connected, and shall be determined pursuant either to
subsection A or subsection B of this section.
A. The domestic charge shall be determined by the size of the water meter to be installed. The
domestic charge for a particular facility shall be determined by reference to the following chart:

The domestic charge for water meter sizes not listed above shall be established by the division
manager based upon the same methodology and data as the charges listed above.
B. For any facility to be served by a water meter that is larger than four inches in diameter, the division
manager shall calculate a recommended domestic charge pursuant to this subsection. The
recommended domestic charge shall be calculated according to the methodology employed to
calculate the rates listed in subsection A of this section. The division manager shall forward the
recommended domestic charge to the city council. The council shall establish the domestic charge for

The distribution charge shall include both an equitable share of the cost of the existing facilities related
to the distribution of domestic water. The amount of this charge is the proportionate share of
distribution facilities based on an amount equal to the average equity per customer in the existing
distribution system established by the existing customer base, and shall be determined pursuant either
to subsection A or subsection B of this section. This charge would be imposed on the owner of any lot,
tract or facility to be connected to the domestic water distribution system and that has not been
previously contributed a share of the cost of the distribution system through a local improvement
district (LID) assessment, developer contribution or other direct contributions. This charge does not
apply to new development where the developer pays for the cost of the distribution system water main
extensions and the cost of connecting these extensions to the existing domestic distribution system.
A. The distribution charge shall be determined by the size of the water meter to be installed. The
distribution charge for a particular facility shall be determined by reference to the following:

7.56.060 Base irrigation charge.
The base irrigation charge includes both an equitable share of the cost of the existing domestic water
system and a reasonable estimate of the actual cost of connection of irrigation demand to the
domestic water system {including costs associated with expanding the system). This charge is a
function of the size of the irrigable portion of the lot to be connected. For single-family dwellings and
two-family dwellings, the base irrigation charge shall be determined by multiplying the lot area
(measured in square feet (sf)) by a rate of $0.091sf. For other parcels, the base irrigation charge shall
be, at the property owner's option, determined either by multiplying the total lot area by a rate of
$0.09/sf or by multiplying the permeable portion of the lot area by a rate of $0.15/sf. In no event shall
the charge be applied to Tess than five percent of the total lot area for purposes of this subsection.

7.68.043 Service installation charges.
A. Applicants for new water service installations shall pay to the director of finance and budget or his
designee the installation charges as provided below which payment shall be made prior to such
installation being commenced:

The installation charge for a new water service where a meter larger than one -inch diameter is to be
installed shall be an amount adequate to pay all costs of materials and installation as computed by the
manager or his designee.
B. Deposits. In the event an applicant requests five or more water service installations (size three-
quarter -inch service pipe with a five -eighths -inch by three -quarter -inch meter or a one -inch service
pipe with a one -inch meter) in the same subdivision and such installations do not require excavation of
paved streets, the director of finance and budget or his designee may accept a deposit equal to sixty
percent of the charge set in subsection A of this section as a deposit for each such installation;
provided, however, that the remainder of the charges shall be paid by the applicant prior to the
installation of a water meter by the city of Yakima on each such installation. If the charges in
subsection A of this section have increased at the time the remainder of the charges are due, the
applicant shall pay the director of finance and budget or his designee the difference between the

7.68.250 Water services charges.
A. Commencing July 1, 2001, the charge for domestic water supplied shall consist of a ready -to -
serve charge and a charge for water consumed, as follows:

B. The "one-month period" is defined as any period of time from one day up to and including one
month and fourteen days, and the "two-month period" is defined as any period of time from one
month and fifteen days to two months and fourteen days
Minimum ready -to -serve and consumption charges for water supplied outside the city shall be
computed by multiplying the applicable rate above by one and one-half. Provided, however, that
within the area described on the map found in Section 7.68.035 of this code, the ready -to serve
charge and charge for water consumed shall not be subject to any surcharge set out in this
subsection.
C. Home Kidney Dialysis. A residential customer who undergoes kidney dialysis at his or her
home, or whose home is also the home of a different person who undergoes home kidney
dialysis, shall not be required to pay utility charges for domestic water service or sewer service for
the quantity of water that is necessary for the home dialysis. In order to be excused from utility
charges under this subsection, the residential customer must present to the director of finance
and budget or their designee written documentation from a recognized kidney dialysis center
certifying that the person requires dialysis and the quantity of water needed for that person's

B. The inside diameter of the pipe leading to a fire hydrant shall determine the
service charge. Any fire hydrant installed and maintained by the city outside of
city limits will be billed as a fire service, which charge shall be terminated at such
time as the responsible consumer's property is annexed to the city. (Ord. 2001-

SUMMARY EXPLANATION:
The City of Yakima Water/Irrigation Division requests Council approval to apply for a loan in the
amount of $1,088,901 from the Washington State Drinking Water State Revolving Fund. Loan
funds will be used to rehabilitate the filters at the NRWTP. This application would be for 2005
funds, with the work scheduled to be completed in 2005. The total project cost is estimated at
$1,078,720, including a mandatory 1% loan fee ($10,787.20). Interest rate for the loan will be
maximum of 1%.
The improvements, aimed at optimizing the filter unit process and overall plant performance,
reliability and safety, include:
• Replace the existing Leopold clay block underdrains with a nozzle underdrain system.
• Replace the existing multi -media configuration with a dual media design. The new media
design would consist of 12 -inches of 0.55 mm ES sand and 24 -inches of 1.1 mm ES
anthracite.
• Replace the existing rotary arm surface wash mechanism with a fixed grid surface wash
system.
• Replace filter influent valves.
These improvements are consistent with, and identified in, the 1998 evaluation of the NRWTP
conducted by Carollo Engineers and in the 2004 Water System Plan Update.
