R-2004 15 A RESOLUTION establishing an Advisory Committee to the Yakima City Council for the purpose of assisting with the public input portion of the development of the 2005-2009 Consolidated Plan WHEREAS, the City of Yakima is an annual recipient of Community Development Block Grant (CDBG) and Home funds from the Federal Government; and WHEREAS, the City is required to complete a 5 -year Consolidated Plan that sets priorities for the investment of these funds; and WHEREAS, the Yakima City Council is desirous of receiving input from a broad range of public sources to assist in the development of the Consolidated Plan; and WHEREAS, on January 6, 2004 the City Council directed staff, in coordination with Council Members Ron Bonlender and Mary Place, to develop a plan to create a Citizens Committee (Plan Committee) to advise the Council on matters of public input; and WHEREAS, attached hereto is a document entitled Consolidated Plan Committee that describes the purpose, composition, and responsibilities of the committee that would assist in the public input process; and WHEREAS, the goal of the Plan Committee would be to enhance the level of communication between all members of the public and the City Council on matters relating to the CDBG and HOME programs; and WHEREAS, it is expected that by providing a means of improved communication between the City and its citizens, the City will increase the effectiveness of CDBG and HOME funded programs in addressing the needs of low/moderate income residents of the City; and WHEREAS, the City Council has determined that it is in the best interest of the City to create such a Citizens Advisory Committee for the previously stated purposes, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: 1. A Consolidated Plan Citizens Advisory Committee is hereby established for the City of Yakima and the Office of Neighborhood Development Services to act in an advisory capacity to the City Council and the ONDS on matters relating to public input for the 2004-2009 Five -Year Consolidated Plan. 2. The purpose, composition, and responsibilities of the Plan Committee are stated and described in the attached and incorporated document entitled, "Consolidated Plan Committee." 3. The Plan Committee will disband after presenting to the City Council public input for the 2005-2009 five-year Consolidated Plan. 4 4. The Plan Committee shall hold public meetings according to a schedule it will determine. All meetings shall be held in accordance with relevant State and Federal regulations and laws. All committee meetings shall be held in accordance with the applicable provisions of the Open Public Meetings Act Chapter 42.30 RCW. 5. Any member of the Plan Committee may be removed from office by a vote of the majority of the members of the Yakima City Council. ADOPTED BY THE CITY COUNCIL this 3rd day of February, 2004. ATTEST: City Clerk Paul P. George, Mayor CONSOLIDATED PLAN COMMITTEE There will be an Ad Hoc Committee to conduct the public input portion of compiling the CDBG 2005-2009 Consolidated Plan. This committee will be known as the Plan Committee. Purpose: The purpose of the plan committee will be to assist in gathering public input, and to act as an advisory group to the City Council and ONDS staff in writing the plan. Composition: The Plan Committee will be composed of 7 community members, with target representation from low income City residents, and from agencies that work with such residents. (Agency representatives shall be from organizations that do not ordinarily apply for CDBG funds) 1. Applicants to serve on the committee must complete the standard City form for committee service. 2. Applications will be reviewed by the Neighborhood Development subcommittee and approved by the City Council. 3. Membership on the committee will be at the pleasure of the City Council. 4. Council members Ron Bonlender and Mary Place will act as ex -officio advisors to the Plan Committee. Responsibilities: The Plan Committee will act as an advisory committee to ONDS and the City Council. The City Council will maintain responsibility for the Plan, its content, and budget. The plan committee shall be responsible for conducting the public input meetings. They may be assisted in this by Matt Fairbank of the Dispute Resolution Center. The committee will set agendas, specify topics for discussion, and have authority to regulate discussion topics, time limits, etc. All meetings and decisions or recommendations of the Plan Committee shall conform to HUD regulations and City of Yakima Public Input Policy. Meetings: The Plan Committee will hold at least two public meetings to gather input prior to staff writing the Plan. The committee will meet as needed prior to scheduling the public meetings in order to organize, plan agendas etc. The Plan Committee will disband after presenting the public input to the City Council. Meetings will be conducted using a format such as Roberts Rules of Order as determined by the committee in advance of the meetings. Rules of conduct for the meetings will be posted prior to the meetings. Rules may include a timer to limit comments, proper forms of speech, and limitations on topics to be discussed. • Spanish translation will be available at all public meetings. This 5 -year plan acts as a guide in investing the annual allocation of funds the City receives from the U. S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant and HOME programs. A required component of this plan is that every effort be made to solicit input from the public regarding the use of these funds. The input received is to be considered by the City Council when they establish the programs and budget for the 5 -year strategic plan and each subsequent annual plan. The Council has the ultimate responsibility for all decisions regarding the use of federal CDBG and HOME funds. Public input is provided to assist Council decision making. This resolution authorizes the creation of a CDBG Plan Committee. The role and scope of activities of this committee are detailed in the attached document. Membership of the committee will be by approval of the City Council, and the committee will only serve until the results of the public input process have been provided to City Council.
