I'll come back to that in a moment. ?l time office ct it.'e orzlinq In the lc?i; and the hes/ or tr4 t f4 It is assumed that all city council persons in every city will seek to serve the best interests of all the people who live there---not just a "handful " And even try to protect them However, Ms Mendez's claim that they "took an oath to protect"the people doesn't show up in the text of the oath What is clear is the fact that they swore or affirmed to "support the Constitution of the United States and the Constitution and laws of the State of Washington, and all local ordinances " Their oath also swore or affirmed that they would faithfully and impartially perform and discharge the duties of the office they are being sworn into "according to the law and the best of my ability " I agree with Ms Mendez, she and the other council members should take their oath very seriously Perhaps she and others should review what they actually swore or affirmed to do Creating a so-called "Sanctuary City" stands in direct contradiction to the Constitution and the laws of the United States and the State of Washington Legal immigration is legal and celebrated Illegal immigration is illegal and according to the law of the land, punishable Rick Weiss, whom I don't know, was right Crime rates do increase in sanctuary cities The far Left progressives generally use 2 arguments in their position against the law First, some say there is no increase in crime in sanctuary cities They generally quote a report by the CATO Institute that claims "immigrants are less crime-prone than natives or have no effect on crime rates " However, their conclusion is drawn from all immigrants---not illegal ones Legal immigrants have chosen to comply with the laws of this country and become productive citizens---a value and principle upon which our country was founded Illegals have chosen to ignore and break the laws of this country Iudv- i \,itc ii, a highly respected investigative organization, has done extensive research of actual crime records in so-called sanctuary cities The have found that crime rates do indeed go up in sanctuary cities If you read the link above you will see that in San Francisco, a city that became a sanctuary city in 2011 they have seen crime rates skyrocket From 2011 to 2015, the number of arrests for murder has increased by 55% and the number of arrests for rape has increased 370% TIME M flu reports that in Chicago, also a sanctuary city they have experienced an exponential increase in crime---in fact, they report that Chicago is responsible for half of the crime increase in the entire country They report that just three cities Baltimore, Chicago, and Houston account for 31 5% of the increase in murders nationwide Baltimore and Chicago have formally declared they are "sanctuary cities"while Houston has adopted the policies of sanctuary cities, but have not formally declared themselves to be, in an effort to avoid loosing federal funding for refusing to cooperate with and enforce federal laws on immigration In September, Louisiana's Attorney General reported that crime is up in their state in the "so-called sanctuary cities " And finally some advocates for sanctuary cities claim a biblical moral mandate They often compare today's so-called sanctuary cities to those cities of refuge in the Bible The "sanctuary cities" in the Bible were actually cities of refuge not sanctuaries A city of refuge (Numbers 35 11-34) was a city---there were 6 of them---to which a person who had committed a murder could go for a trial If the murder was accidental the person would be freed, if it was premeditated, they were not freed That's called justice, not fairness My friend Erto i f"isuhor with American Family Association wrote an excellent article awhile back on this subject I recommend you read it. H� says referring to the murder of Kate Steinle "In San Francisco, the guilty are allowed to walk free and the innocent required to pay the ultimate penalty for this misbegotten approach to immigration This is profoundly contrary to Scripture, which insists that the guilty be punished and contrary to every concept of Western jurisprudence " Byran rightly concludes "Sanctuary cities like San Francisco are uncaring, unbiblical un-Christian, unconstitutional, illegal, and un-American It's time they're scrapped once and for all " As the City of Yakima oath does not call for the council members to "protect" the citizens---rather to uphold the law and the Constitution, the Bible does not call for cities to arbitrarily claim to be "sanctuary" cities in support of lawlessness---and most likely, a personal political agenda Be Informed Be Discerning Be Vigilant. Good evening Mayor, members of the Council and my community There is a common verse in many bibles I am sure many have heard or read "Love thy neighbor as yourself " (See http.//biblehub.com/mark/12-31 .htm) Well this two-time awarded "All American City" does not seem to have many vocal people who love themselves I am disappointed, well actually, enraged to see and hear my most vocal neighbors speak about other neighbors in a hateful, divisive, abhorrent manner We have been conditioned to hate and fear - bullying out the latest label we attach to anything that does not fit our insulated narrative festering our hate Let me read you a few labels that I have seen happily thrown around to demean Commie, DemoRat, Libtard, Snowflake, Wingnut, Rethuglican, and one of the most nauseating "illegals " It would be interesting to know how many of my neighbors have actually read the US Supreme Court Case Arizona vs United States If you have, you would know that the opinion reads, not once but twice "As a general rule, it is not a crime for a removable alien to remain in the United States " (See https.//www.supremecourt.gov/opinions/11pdf/11 -182b5e1 .pdf at pp 3, 15) Let me read that again "As a general rule, it is not a crime for a removable alien to remain present in the United States " Our Native American brothers and sisters did not run Ellis Island nor set in place the condition for which one was deemed what many now cruelly call "illegal " In my limited understanding, our Native American brothers and sisters, despite the injustice and horrors perpetrated on them, still retain their grace and dignity to teach us to respect our earth thus ourselves Could you imagine our Native American brothers and sisters telling us that because of the whiteness of our skins, we "illegals" must go back to where we came from? Think about how those words would affect you daily Does the verse I quoted condition your love? Does your deity instruct you to "love thy 'legal' neighbor as yourself"? I have had the good fortune to reside on three continents during the course of my life time and can say from experience, counter to what many say and believe,that this is the greatest country to live and reside in. One of the founding principles is based on the fact that we are a nation of laws and those laws need to be respected. If it is believed that a law is wrong or needs to be changed there are ways to accomplish that. It is shameful that you as our elected officials are even discussing passing an ordinance, directive, proposal or whatever you want to call it that would place our law enforcement authorities outside these laws is shameful at best. You took an oath to uphold the law and you are discussing a self initiated proposal to direct officials of the City to ignore a current law of the land. Many laws at all levels cannot be enforced to the letter of the law and the immigration laws certainly fit into that category But to place a written directive directing our law enforcement authorities to ignore a law is flat wrong if not unlawful in itself If you as a City can chose to ignore lawful legislation can I,as a citizen, likewise chose to ignore or act counter to laws that I don't like? Thank you Remarks Yakima City Council January 17, 2017 Mayor Coffey, City Council, City Manager, Staff Thank you for the privilege to speak tonight. I want to thank Andy Ferguson and Dennis Crane for their faithfulness these past months to offer publicly a prayer to Father God on our behalf for you and our city at each of the City Council meetings. We in this community continue to pray Wisdom in and upon your lives because you have been called to govern our City In December, I stood before you and proposed that Yakima be designated a"City of Refuge" • where the Constitution of the State of Washington and the Constitution of our United States of America, a Republic, are honored and followed, • where the laws and ordinances of the City are enforced, • where righteous and just governmental decisions are made, • where our justice system is indeed just, • where the citizens live orderly prosperous lives, • where our law enforcement people are respected, • where the citizens learn to read and are educated, • where the path to becoming a U S citizen becomes, with a short wait, accessible, affordable and achievable, • and where neighbors help neighbors-always. Laws, ordinances, and resolutions for our city have been and are established by you, the policy making body, and by those that came before you. The laws that remain"on the books"to be enforced are in alignment with the constitutions of the Republic of the United States of America and Washington State. ENFORCEMENT IS THE ISSSUE!' Emotions are running with a fever pitch. Fear is always part of life when one chooses to look at all the 'what ifs' or chooses not to follow the rule of law Fear is False Evidence Appearing Real. Think `Wizard of Oz' I remember the song, `Comm to America', when Neil Diamond so eloquently sang of all the virtues, benefits and reasons why people come to America. And the expectation and hope that sprang forth. If our city continues to allow alien persons to reside here without documentation, or establishes a"hiding zone", or puts the priority on the protection of citizens from a foreign country above the protection of US Citizens, we will have effectively robbed this current generation and the next OF THEIR HOPE and the virtues and benefits of Amenca. My ask: Before adopting a resolution or ordinance regarding this issue, establish a committee,representative of the citizens of the entire city,with a specified timeline, so that all the consequences-positive and negative-for Yakima can be examined.
