A RESOLUTION acknowledging the Mexican Consular Identification Card, or Matricula
Consular, as a form of identification.
WHEREAS, there are many Mexican nationals residing in the Yakima area who do not
possess a form of identification acknowledged by local public and private institutions; and
WHEREAS, many immigrants lack access to certain services from public and private
institutions and agencies because they do not possess identification; and
WHEREAS, many immigrants are fearful of reporting crimes to the police because
they do not possess identification; and
WHEREAS, in 47 cities across the nation, including Seattle, Mexican Consulates and
Consulates General have begun to issue identification cards to Mexican nationals who have an
official birth certificate, a proper form of Mexican identification, and who have been residing in
the United States for at least six months; and
WHEREAS, the Mexican Consular identification cards, or Matricula Consular, include
state-of-the-art security safeguards designed to prevent falsification; and
WHEREAS, use of the Mexican Consular identification cards will enable more
residents of Yakima to use public services; and
WHEREAS, the Mexican Consular identification card has been accepted by 66 United
States banks, including four of the largest banks in Washington state; and
WHEREAS, throughout the United States, more than 800 police departments, 80 cities
have acknowledged the Matricula Consular as a form of identification;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA
The Mexican Consular Identification Card, or Matricula Consular, is hereby
acknowledged by the City of Yakima as a form of identification.

SUMMARY EXPLANATION: Given the problems Mexican nationals living in the United States
face in obtaining services by many state and local institutions, the Consulates of Mexico in the
United States, following instructions from President Vicente Fox, have focused their efforts on
promoting the acceptance of the high -security matricula ID card among the social, financial, and
licensing institutions in the United States. Jorge Madrazo, Consul of Mexico (Seattle), plans to
attend the Council meeting on June 3 in an effort to encourage Yakima to formally acknowledge
the matricula ID card as a valid form of identification.
Banks throughout the United States are accepting the matricula ID to open bank accounts and
send money to Mexico. The Matricula is also accepted to obtain electric, water, and other utilities
and to have access to public libraries. The matricula is recognized by the Department of
Licensing and other institutions as one of the required forms of identification. Recognized by
more than 30 banking institutions, the matricula forms part of the strategy of the Mexican
Government to compile a thorough registry of the Mexican nationals living in the United States.
City authorities are recognizing the matricula as a valid form of identification in order to perform
transactions in government offices. In addition, the Association of Washington Cities encourages
other cities to recognize the Matricula Consular as a form of identificiation for Mexican nationals.
