R-2003- 71 A RESOLUTION fixing the time and place for public hearings for May 20 and June 24, 2003, to consider the Six-year Transportation Improvement Program (STIP) and to amend the Metropolitan Transportation Plan (MTP) for the period of 2004 through 2009. WHEREAS, the City of Yakima annually prepares, reviews and adopts a Six-year Transportation Program for the construction of streets and arterial streets in the City of Yakima for the ensuing six year period, all as contemplated and required by State and Federal law, and WHEREAS, the City of Yakima desires to amend the Metropolitan Transportation Plan to ensure compliance with the Growth Management Act and the regional transportation plan for the construction of streets and arterial streets in the City of Yakima, all as contemplated and required by State and Federal law, and WHEREAS, public hearings must be held on said programs before final approval, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That said programs shall be presented for hearings and determination on Tuesday, May 20, 2003, at the hour of 2:00 PM on said day, in the Council Chambers of the City of Yakima and again presented on June 24, 2003, at the hour of 2:00 PM on said day, in the Council Chambers of the City of Yakima, at Yakima City Hall, Yakima, Washington, or as soon thereafter as the same may be heard, and that notice of such hearing be given as approved by law. ATTEST: City Clerk NOTICE OF PUBLIC HEARING Six -Year Transportation Improvement Program and the Metropolitan Transportation Plan NOTICE IS HEREBY GIVEN that the Yakima City Council will conduct two public hearings to consider amending the Six -Year Transportation Improvement Program (TIP) and the Metropolitan Transportation Plan for the period of 2004-2009. The City of Yakima annually prepares, reviews and adopts a program for the construction of streets and arterial streets in the City of Yakima for the ensuing six-year period, all as contemplated and required by state and federal law. During this hearing the City Council will also consider amending the Metropolitan Transportation Plan to ensure compliance with the Growth Management Act and the Regional Transportation Plan for the construction of streets and arterial streets in the City of Yakima, all as contemplated and required by state and federal law. Said public hearing will be held Tuesday, May 20, 2003 and on Tuesday, June 24, 2003, both hearings to begin at 2:00 p.m., or as soon thereafter as the matter may be heard, in the Council Chambers at the Yakima City Hall, 129 North 2nd Street, Yakima, Washington. Cook, CED Department Director, 575-6227. SUMMARY EXPLANATION: The Six-year Transportation Improvement Program (STIP) is required to be updated every year. Any changes to the Regional Metropolitan Transportation Plan (MTP) that would affect the STIP needs to be updated by formal amendment to the Yakima Valley Conference of Governments (YVCOG). This requires two Public Hearings and an adoption process. In order to complete the Public Hearings and adopt the STIP in a timely manner, we should set the first Public Hearing for the STIP and the MTP amendments for the May 20th meeting. A second Public Hearing date will need to be set for June 24th to adopt the changes to the MTP and to adopt the STIP. The City is required to submit our adopted STIP by July 1, 2003, to the approving authority (YVCOG).
