R-2003- 49 A RESOLUTION declaring one approximately 17 foot, brass fire pole to be surplus and authorizing its sale to Yakima Firefighters Association, International Association of Firefighters - Local 469. WHEREAS, the City of Yakima Fire Department owns one approximately 17 foot, brass fire pole, which has not been used as an operational fire pole for many years; and WHEREAS, the City of Yakima has no immediate or foreseeable use for the fire pole, which is surplus to the needs of the City; and WHEREAS, the minor daughter of deceased Yakima Fire Department firefighter Rusty Hauber has sent a letter to the Yakima Fire Department requesting a City of Yakima Fire Department fire pole for sentimental reasons for her family's home; and WHEREAS, Yakima Firefighters Association, International Association of Firefighters - Local 469 has offered to pay the City of Yakima $300.00 for the fire pole, and has indicated that it plans to donate the fire pole to Rusty Hauber's family; and WHEREAS, the price offered ($300.00) is a reasonable price; and WHEREAS, the City Council finds that it would be in the best interest of the City to sell the fire pole as surplus now rather than sell the pole at the public auction of City surplus equipment at a later date; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council hereby declares the approximately 17 foot, brass fire pole to be surplus to the needs of the City of Yakima, and the City Manager is hereby authorized and directed to sell said fire pole to Yakima Firefighters Association, International Association of Firefighters - Local 469 for the sum of Three Hundred Dollars ($300.00). ATTEST: City Clerk MEMORANDUM March 26, 2003 TO: Dennis Mayo, Fire Chief, Yakima Fire Department FROM: Rocky Willette, Captain, Yakima Fire Department SUBJECT: Brass Fire Pole Value This memo is written regarding the brass fire pole that we are requesting be declared surplus. It will then be purchased by Yakima Firefighters Association, International Association of Firefighters -- Local 469 and presented to Rusty Hauber's family. After Firefighter Hauber died on March 15, 1997, a small piece of this same pole was provided to the family as a resting place for his ashes. This pole was used in old Fire Station Number One earlier in the 1900's. Firefighters lived above the horses and trucks and used the pole as a quick method of getting from the second floor to the ground. In the early 1970's, the City of Yakima built new fire stations. Firefighter living quarters and fire trucks were placed on the same level, making poles unnecessary. Today we have one brass fire pole on display at Fire Station 91 and are arranging to place another at the Yakima Valley Museum or at one of our other fire stations. These two poles are in addition to the one we would like to present to the Hauber family. To determine a dollar value for this pole so it could be formally surplused, we started by checking the surplus value for brass. Chicago Junk Machinery Company, at 13 South 3rd Avenue, Yakima, Washington, specializes in recycling exotic metals. They measured and weighed this pole for us. It was found to be 17 feet long and weighed 75 pounds. According to Chicago Junk Machinery on March 4, 2002, the current value for brass as a surplus metal was $.25 per pound. This placed the surplus value of the pole at $18.75. We spoke with several fire equipment collectors. We decided on a price of $300 as being reasonable for the pole based upon the estimated value of the pole to a collector. We went with collectors instead of active fire departments. Most of the nation's 49,200 fire stations have stopped using brass fire poles in favor of safer methods of getting to the fire trucks. Fire Poles are no longer an acceptable means of utilization for personnel in responding to a fire apparatus that has been deployed, due to safety reasons. Declaring the pole surplus would remove an unneeded item from storage.
