A RESOLUTION authorizing and directing the City Manager of the City of Yakima to
negotiate the sale of 200 gravesites to the Japanese Bochi and to authorize
Phase 1 development of approximately 2.5 acres at Tahoma Cemetery.
WHEREAS, the City of Yakima operates and maintains Tahoma Cemetery in Yakima,
Washington; and,
WHEREAS, the capacity at Tahoma Cemetery needs to be expanded; and
WHEREAS, currently there are nine (9) undeveloped acres at Tahoma Cemetery
including approximately 2.5 acres available for development of 1,771 gravesites within the area
known as the Phase 1 development area; and
WHEREAS, The Japanese Bochi has had a long-standing relationship with the Tahoma
Cemetery, currently owns a block of gravesites, and
WHEREAS, The Japanese Bochi 's current supply of gravesites is dwindling therefore
creating a need and desire to purchase an additional block of gravesites for future generations;
and
WHEREAS, The Japanese Bochi has offered to purchase 200 gravesites located in the
Phase 1 development area and is willing to help establish a Japanese Garden adjacent to the
Phase 1 development area at Tahoma Cemetery; and
WHEREAS, the City of Yakima currently has staff with the expertise available to
perform some of the Phase 1 development tasks with some of the tasks needing to be
contracted out; and
WHEREAS, The Japanese Bochi has offered to make advanced payment for 200
gravesites to facilitate funding of Phase 1 development; and
WHEREAS, a portion of the proceeds from the sale of 200 gravesites to the Japanese
Bochi will be used to pay for Phase 1 development estimated costs of $50,000 therefore a
revenue potential becoming available when Phase 1 development is complete; and
WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to
accept the Japanese Bochi's offer to make advanced payment for 200 gravesites to facilitate
funding of Phase 1 development at Tahoma Cemetery and to utilize those funds for Phase 1
development tasks at Tahoma Cemetery, and to accept the Japanese Bochi's offer to assist with
the establishment of a Japanese Garden adjacent to the Phase 1 development area, now
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager of the City of Yakima is hereby authorized and directed to complete
the sale of 200 gravesites to the Japanese Bochi, to accept the Japanese Bochi's offer to make
advanced payment for the 200 gravesites and to utilise those presale proceeds to facilitate
funding to complete Phase I development tasks on approximately 2.5 acres known as the Phase
1 development area at Tahoma Cemetery, therefore creating the availability of an estimated
1,771 gravesites thereby establishing a revenue potential when Phase 1 development is
complete at the Tahoma Cemetery, Yakima Washington.

I represent the Board of Directors of the Japanese Bochi Association in the Yakima
Valley. The Japanese Bochi Association owns a block of graves at Yakima's Tahoma
Cemetery. We would like at this time to purchase an additional 200 graves.
We would like this new section of graves to be the cornerstone of the undeveloped nine
acres at Tahoma Cemetery. We have been working with Larry Nelson, Cemetery
Supervisor and the Tahoma Task Force to design this new section (see attached map). To
highlight our section, we are committed to assist with establishing a Japanese garden
adjacent to our new graves. In addition, we have requested that our new graves be in a
part of the development that is designated for up -right monuments.
We have worked with Tahoma staff to establish a price of $408 per grave with an
additional endowment fee of $132 per grave. The total for the 200 graves will be
$108,000.
We will purchase this block of graves as soon as Phase 1 of the new development is
ready for occupancy. Ready for occupancy means that the area be leveled, irrigation
installed, grass established and the graves surveyed and legal descriptions assigned to
each grave.
The Japanese Bochi Association has had a long-standing relationship with Tahoma
Cemetery and this commitment to purchase 200 additional graves will assure future
generations continued burial opportunities at Tahoma Cemetery.

SUMMARY EXPLANATION:
Staff respectfully requests Council consideration of a resolution authorizing
Phase 1 development at Tahoma Cemetery. Currently, there are nine (9)
undeveloped acres at the cemetery. If Council approves the request, Phase 1
would include development of approximately 2.5 acres, which would provide an
estimated 1,771 gravesites.
The Japanese Bochi has offered to purchase 200 gravesites in the Phase 1
development area (see Attachment 1). The Japanese Bochi has had a long-
standing relationship with Tahoma Cemetery and currently owns a block of
gravesites. However, their current supply of gravesites is dwindling, and now
they have a need and desire to purchase an additional block of gravesites for

STAFF RECOMMENDATION: Staff respectfully requests the City Council to adopt
the resolution authorizing Phase 1 Development of approximately 2.5 acres at the
Tahoma Cemetery and authorize staff to negotiate the sale of 200 gravesites to
the Japanese Bochi.
BOARD/COMMISSION RECOMMENDATION:At its December 10, 2001 meeting,
the Parks and Recreation Commission endorsed a recommendation approving
Phase 1 completion.

future generations. In addition, the Japanese Bochi is interested in developing a
Japanese Garden adjacent to the new block as soon as Phase 1 is complete.
The Japanese Bochi has agreed to purchase the block of graves in advance
enabling the City to utilize a portion of the dollars for development of Phase 1.
Development Phase 1 includes tasks such as land leveling, irrigation,
hydroseeding and surveying. City staff will handle some of these tasks and some
will be contracted out. In addition, city staff will do legal descriptions and
assigning of gravesite locations.
It is estimated that Phase 1 development will cost approximately $50,000. The
sale of 200 gravesites to the Japanese Bochi will be used to pay for Phase 1
development (see Attachment 2). Based on 160 burials a year, Phase 1 would
have the potential to carry the cemetery for 12 years with a revenue potential of
just over $2 million (see Attachment 3).
The proposal before you today is to:
1. Authorize staff to complete the sale of 200 gravesites to the Japanese
Bochi; and
2. To direct staff to begin development of Phase 1 (approximately 2.5 acres,
at Tahoma Cemetery.
If approved by the City Council, staff will bring back, in the near future, a new fee
ordinance stating prices for gravesites in the new development and a budget
to cover the development costs
