A RESOLUTION authorizing, approving, and ratifying the "2003 Operating Program
Plan" of the City of Yakima Wellness Committee
WHEREAS, as part of the City of Yakima's self-insured health care program, the
City of Yakima established a Wellness Committee to provide opportunities for
employees to improve their physical, mental, and emotional well-being, and to provide
an avenue for medical costs containment; and
WHEREAS, attached hereto is a "2003 Operating Program Plan" for the Wellness
Committee that is intended to provide said opportunities and provide an avenue for
medical costs containment; and
WHEREAS, the City Council has determined that it is in the best interest of the
City to authorize and ratify the attached "2003 Operating Program Plan" of the City of
Yakima Wellness Committee, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The attached and incorporated "2003 Operating Program Plan" of the City of
Yakima Wellness Committee is hereby authorized, approved, and ratified.

SUMMARY EXPLANATION:
The attached Resolution authorizes and ratifies the City of Yakima Wellness Program for
calendar year 2003. The mission of the Wellness Program is to provide City employees the
opportunity to improve their physical, mental, and emotional well-being and to provide an
avenue for medical cost containment by promoting healthy lifestyle choices. The 2002
Annual Report depicting Wellness activities during this past year and the Wellness
Operating Program Plan for the calendar year 2003 are included in the report packet.

WELLNESS COMMITTEE 2002 ANNUAL REPORT
The mission of the City of Yakima Wellness Committee is two -fold; to provide the
opportunity for employees to improve their physical, mental and emotional well-being,
and to provide an avenue for medical costs containment, all m a positive, supportive
environment that promotes healthy lifestyle choices. The Wellness Committee works
towards these goals on a regular basis and strives to increase participation and awareness
to all employees and retirees. The Committee is comprised of nine employee volunteers
from various divisions throughout the city as well as two retiree representatives. A copy
of the Committee's 2003 operating plan for 2003 is attached.
The highlight of 2002 was the Managed Health Improvement Study, a case study
coordinated by Wellness with sixty employee volunteers participants. Throughout the
year the volunteers participated in a wide range of health screenings, educational forums
and fitness activities in an effort to place increased emphasis on serious health benefits
and medical cost containment. Measurable health and wellness characteristics such as
cholesterol, blood pressure and fitness levels were established at the beginning of the
study and comparative measurements were taken at the end of the year. Health risk
factors were identified for each individual and education efforts were directed at
decreasing modifiable risk factors. The medical providers and employee participants
were so pleased with the outcome of the study that they have urged the Wellness
Committee to continue with similar seminars, screenings and other informational
activities. These activities are currently in the planning process and will be available to
all city employees.
In addition to the Managed Health Improvement Study, Wellness remained active with
both new and traditional activities. New activities included participation in "National
Employee Health and Fitness Day" in May, the American Cancer Society "Relay for
Life" in June, the Association of Washington Cities "Walk Across Washington" in
September and American Red Cross Infant/Child CPR classes for employees and families
in November. Traditional activities included an employee ski trip, three fitness
challenges, golf, American Red Cross blood drives, the annual employee and family
picnic, flu shots, Wellness Fair, reimbursement of various Parks and Recreation and
Weight Watchers programs along with the maintenance and improvement of the city
fitness facilities.
We would like to take this opportunity to thank the City Council for their support over
the last several years and to thank all of our Committee members and program
participants who have worked so hard to make our program a success. If you have any
