ITEM TITLE: Consideration of Resolution for Emergency Signal Repairs at First Street and Nob
Hill Boulevard

SUMMARY EXPLANATION: Staff respectfully requests City Council approval of the attached
resolution declaring an emergency condition and waiving the formal bid process in order to purchase a signal
controller and cabinet for the intersection of South First Street and Nob Hill Boulevard.
The signal controller and cabinet were damaged beyond repair on December 30, 2002 by a private vehicle as
the result of a collision. Currently, a spare controller that allows the intersection to remain functional until the
replacement controller is received operates that intersection. The City of Yakima does not have an additional
spare. Therefore, timeliness of this item is critical.
The replacement controller and cabinet may be purchased from Northwest Signal for $35,000. Also it may be
necessary for additional work to be completed by an electrical contractor during the installation of the controller
and -cabinet. The resolution includes $15, 000 for these services.
