R-2002-151 A RESOLUTION authorizing and directing the Parks and Recreation Division Manager to implement the 2003 Parks and Recreation Fee Schedule for program facilities use and activities participation. WHEREAS, the City of Yakima Parks and Recreation Division requires organizations, associations, clubs, and/or groups pay for services such as facilities reservations and scheduling, maintenance, supplies, and for Parks and Recreation Sports Programs individual participation and activities fees, including but not limited to Parks Usage Fees, Community Recreation Fees, Fisher Park Golf Course Fees, Aquatics Fees, and Senior Citizens Center Fees, as well as fees for other services associated with various Parks and Recreation Division programs; and WHEREAS, the City Council desires that City Parks and Recreation facilities and recreation activities be provided and that fees be collected for the use by individuals and organizations of the recreation facilities and for participation in recreation activities provided by the City of Yakima; and, WHEREAS, the City Council of the City of Yakima deems it to be in the best interest of the City of Yakima to authorize a schedule of fees be collected for use of its facilities and for participation in recreation activities provided by the City of Yakima, now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Parks and Recreation Division Manager of the City of Yakima is hereby authorized and directed to implement the attached and incorporated 2003 Parks and Recreation Fee Schedule for various Parks and Recreation Division programs and for participation in recreation activities provided by the City of Yakima during 2003. Ai I EST: City Clerk Resolution for 2003 Parks & Rec Fees/ms 2002 2003 FEE SCHEDULE YAKIMA PARKS & RECREATION DIVISION EFFECTIVE JANUARY 1, 2003 CONTRACTED SERVICES: Organizations, (associations, clubs, groups, etc.) contract with the City of Yakima Parks & Recreation for services such as facilities reservations and scheduling. maintenance, supplies, administration, etc. The organizations pay for these services. PROGRAM FEE FORMULA: In determining fees for services and programs, the following foiniula will be used: 1) Program personnel wage and benefits *X total program hours plus 2) Facility cost per hour X total program hours plus 3) Depending on the particular program, the following costs will be included as needed: a) Special Equipment d) Insurance g) Other b) Material e) Maintenance c) Transportation f) Program Promotion plus 4) Administration of program (at least 15%) of total costs); equals 5) TOTAL COST OF THE PROGRAM divided Hy 6) Minimum number of participants. (Minimum and maximum number of participants is based on facilities, appropriate student/instructor ratio, safety limits, and is determined by the supervisor and/or instructor.) equals 7) PEE FOR EACH PARTICIPANT *Wages or salary may be calculated by the hour or by the unit (i.e., game, match, etc.). TAXES: Sales or other taxes will be charged when appropriate. In some cases, tax is included in the stated fee. PROGRAM DISCOUNT FOR CITY OF YAKIMA RESIDENTS: As a benefit to CITY OF YAKIMA RESIDENTS who participate in the following Parks & Recreation Programs in 2003, a discount of approximately 20% will be offered. Discounts apply to the following areas: a. Special Interest Classes for both Youth and Adults b. Fisher Golf Lessons c. Swimming Lessons d. Youth Sports. ADDITIONAL ADULT SPORTS FEE FOR NON -CITY RESIDENTS: For the following Adults Parks & Recreation Sports Programs, all non -City residents wishing to participate in Parks and Recreation Sports Leagues will be charged an additional registration fee of $5.00. a. All utensils, equipment, serving equipment, china, silver, cleaning supplies, and linen must be furnished by the user. Refundable Damage Deposit $200 FACILITY RESERVATION POLICY & FEE Citizens wishing to reserve the Senior Center will be required to pay a 525 deposit to reserve the date. This deposit will be applied to the total rental fee. This fee is non-refundable for canceled reservations. PROCESSING APPLICATION FEE Citizens are welcome to use City park facilities on a drop-in basis without charge. However, individuals or organizations wanting to make specific reservations are able to do so at the Parks and Recreation Office using the standardized written application. Beginning January 1, 2003, 2002 a non-refundable application fee of $5.00 $6.00 must accompany each facility use application when it is submitted. SPECIAL EVENT FEE Citizens or groups wishing to schedule a community special event in one of the City's Parks will be required to pay a special events fee to cover additional maintenance costs. In addition, groups may be required to pay for additional refuse service and porta pots on site. Fees will be based on anticipated attendance. Special Event fees for 2003 will be as follows: 100 or less participants - $35 101- 200 participants - $60 201 - 300 participants - $110 -Over 301 participants - $150 The Special Event Fee will be collected when reservations are confirmed. 2002 Fee 300 or less $50 Over 300 $100 The Parks & Recreation Manager will have the discretion to linut usage in the Parks based capacity, parking, neighborhood impact and availability. Parks & Rec. 2002 2003 Fee Schedule November 19, 2002 6 on CH WPC CONCESSIONAIRE PERMIT FEE Citizens or Groups wishing to sell concessions in the Parks will be assessed a yearly fee of $150. (2002 Fee $100) The Parks and Recreation Manager will have the authority to authorize vending in certain parks according to Parks and Recreation Division policy and procedures. The Parks & Recreation Manager will have the authority to wave the yearly fee in cases of contracted services or one-time special events. Comments: It is the overall philosophy that senior citizens, handicapped and youth activities may be subsidized by the Park fund whenever possible. REFUND POLICY If Parks & Recreation needs to cancel an activity, staff will notify registered participants by phone and refund 100% of the registration fee. If you need to cancel a reservation and seek a refund, you should present your receipt with your request up to three (3) days before your activity's registration deadline. unless otherwise stated. If you paid in cash or with a check, a refund for your fee minus a $5 processing fee will be processed by the City's Finance Division and a check will be mailed to you within 15 to 30 days. If you charged your fee on your VISA or Mastercard, the refund will be credited to the original cardholder minus the $5.00 processing fee. There are a few exceptions. Fees of less than $5 will not be refunded. There are no refunds on team sports. These changes are estimated to generate only $2,000 and were approved to be included in the 2003 Budget by Council at their Budget Wrap-up session held on Tuesday, December 10, 2002.
