A RESOLUTION approving a $25,000 grant request from 2002 federal CDBG funds
to La Casa Hogar/Yakima Interfaith Coalition for assisting in
creating a computer lab to enhance learning opportunities for
Hispanic women and children, and authorizing and directing the
City Manager and the City Clerk to execute aii necessary grant
documents, including a grant agreement, between the City of
Yakima and La Casa Hogar/Yakima Interfaith Coalition.
WHEREAS, the City of Yakima is a recipient of 2002 federal CDBG funds which may be
used, among other things, for Public Service Programs; and
WHEREAS, at February 5, 2002 City Council Neighborhood Development Sub-
committee meeting, the sub -committee recommended that the grant request from La Casa
Hogar/Yakima Interfaith Coalition for $25,000 to assist in creating a computer lab, be forwarded
to full council; and
WHEREAS, La Casa Hogar/Yakima Interfaith Coalition is requesting a grant of $25,000
in CDBG funds to assist in creating a computer lab for Hispanic women and children; and
WHEREAS, the City Council has determined that it is in the best interest of the City to
approve the $25,000 grant request from La Casa Hogar/Yakima Interfaith Coalition to assist in
creating a computer lab for Hispanic women and children, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
1. A grant of $25,000 in HOME funds La Casa Hogar to assist in creating a
computer lab for Hispanic women and children is hereby approved with the
following conditions:
• Execution of a formal grant agreement between the City of Yakima and La Casa
Hogar/Yakima Interfaith Coalition.
2. The City Manager is hereby authorized and directed to execute all necessary
grant documents, including a grant agreement, between the City of Yakima and
La Casa Hogar/Yakima Interfaith Coalition. The final form of these documents
shall be reviewed and approved by the City Attorney.
ADOPTED BY THE CITY COUNCIL this 3rd day of December, 2002.

La Casa Hogar/Yakima Interfaith Coalition receives Community
Access to Technology grant from the Bill & Melinda Gates
Foundation
Gift allows La Casa Hogar to expand its education program for Hispanic women and
children through utilization of computer technology
Yakima, Wash. —The Bill & Melinda Gates Foundation has awarded La Casa
Hogar/Yakima Interfaith Coalition a Community Access to Technology (CAT) grant.
The two-year grant, in combination with the contributions of 13 collaborating community
partners, totals $324,674.
"The success of securing this grant is a marvelous tribute to the cooperation and support
our program receives from the community," said Carole Folsom -Hill, Executive Director
of La Casa Hogar/Yakima Interfaith Coalition.
This grant complements a $6,000 grant for English as Second Language (ESL) software
received from Laubach Literacy -USA earlier this year. For the Hispanic women and
children served at La Casa Hogar it means access to computer technology for enhanced
learning opportunities in basic computer skills, ESL, Adult Basic Education and GED
preparation.
"We believe an outcome of our project will be bridging the gap between school age
children and their moms as the parent become more familiar and skilled with the
computer," said Folsom -Hill. "In addition for those people seeking emergency assistance
we will also have immediate computer access to resource and referral information."
The Bill & Melinda Gates Foundation's Community Access to Technology (CAT)
program seeks to help organizations and communities in Washington State utilize digital
technologies to make changes to the lives of individuals and their communities.
In addition to the Bill & Melinda Gates Foundation, other partners include the Yakima
School District, Educational Services District 105, Yakima Valley Community College,
Central Washington Wellness Foundation, City of Yakima, CDBG, Future Link
Communications, T. M Perry Technical Institute, Yakima Rotary Club, Children's
Village, People for People, Success by 6, NPower and 25 faith communities who are
coalition partners.

SUMMARY EXPLANATION:
La Casa Hogar/Yakima Interfaith Coalition, a 501(c)3 non-profit, requested CDBG grant funding
for air-conditioning and office equipment at the February 5, 2002 City Council Neighborhood
Development Subcommittee meeting. The CDBG funds would assist in creating a computer lab
to enhance learning opportunities for Hispanic women and children who are served at La Casa
Hogar.
At the Subcommittee Meeting, it was recommended to forward this grant request to the full
council for approval contingent upon the following:
o A Community Access to Technology (CAT) grant from the Bill & Melinda Gates
Foundation
In November 2002, the CAT grant from the Gates Foundation was awarded to La Casa
Hogar/Yakima Interfaith Coalition. The CAT grant and the contributions of 13 collaborating
community partners has a value of $324,674 over a two-year period. This CAT grant
complements a $6,000 grant for English as a Second Language (ESL) Software received from
Laubach Literacy -USA earlier this year.
This $25,000 CDBG grant request would pay for air conditioning, administration computers,
furniture, software, and website development.
