R-2002-1-45 A RESOLUTION authorizing and directing the City Manager of the City of Yakima to execute an Architectural Services Agreement with Wardell Architects, P.S., for a preliminary architectural design for the expansion of the Municipal Court at the Police Station/ Legal Center and further authorizing compensation be paid to Wardell Architects, P.S. for said preliminary design services in an amount not to exceed $10,000.00. WHEREAS, significant concerns have been raised about the security and safety of the Municipal Court; and WHEREAS, the Municipal Court desires steps be taken to address these concerns and improve the security of the Municipal Court for the safety of the public and the Court employees; and WHEREAS, the Municipal Court also requires additional space to provide a jury room, storage and offices; and WHEREAS, in order to address these issues it is necessary to have an architect prepare a preliminary architectural design for the expansion of the Municipal Court; and WHEREAS, Wardell Architects, P.S., has the experience and expertise necessary to prepare said preliminary design for the expansion of the Municipal Court and is willing to do so in accordance with the attached Architectural Services Agreement; and WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to authorize execution of an Architectural Services Agreement with Wardell Architects, P.S., for a preliminary architectural design for the expansion of the Municipal Court at the Police Station/Legal Center, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Manager of the City of Yakima is hereby authorized and directed to execute the attached and incorporated Architectural Services Agreement with Wardell Architects, P.S., for a preliminary architectural design for the expansion of the Municipal Court at the Police Station/Legal Center, and res/architect extension police center expansion/pm further authorizing compensation be paid to Wardell Architects, P.S. for said preliminary design services in an amount not to exceed $10,000.00. As an outgrowth of the study an immediate need for additional municipal court space has been identified. We have developed preliminary scope and costs. An approximately 2,200 square foot one story addition at the southeast corner of the existing building would have a probable construction cost of $330,000 plus sales tax. Our fee for initial design work through December 31, 2002 will not exceed $10,000. Should the above meet with your approval please sign and return one copy of this letter thereby authorizing the services. For Meeting of Oct. 29, 2002 ITEM TITLE: Consideration of a Resolution to Execute a Professional Services Agreement with Wardell Architects for Municipal Court Expansion. Jeff Schneider - 575-6151 SUMMARY EXPLANATION: The resolution authorizes and directs the City Manager to execute an agreement with Wardell Architects for preliminary architectural design work for the Municipal Court expansion project. This expansion project is a 2003 budgeted policy issue and relieves a number of problems facing the Municipal Court and Police Department. Currently the court files are stored in the Police Department records area. This area is now full and neither the Police Department nor Court can file any additional paperwork. Several members of the Court staff are also housed within the Police Services area reducing their effectiveness and removing needed office space from the Police Department. In addition, Municipal Court currently does not have jury rooms. This forces jury members to wait in the main Police Department lobby with witnesses and other involved parties. This creates a problem for case prosecutions and also presents comfort, privacy and security issues for the jury members. The proposed expansion and remodel will add jury rooms to both courtrooms and add desperately needed storage and administrative space for the Municipal Court, as well as improve security throughout the building. Approval of the resolution allows planning and design work to begin now instead of waiting for the 2003 budget year.
