A RESOLUTION authorizing the Yakima County Commissioners to place the Emergency Medical
Services ("EMS") Levy on the ballot, at the current rate of $.25 per one -thousand
dollars of the assessed value of property, before December 31, 2002, for the
citizens of Yakima County to vote on the continuation of this EMS Levy for a ten
year period.
WHEREAS, Yakima County has imposed an Emergency Medical Services (EMS) Levy for the
past six years at the rate of $.25 per one -thousand dollars of the assessed value of property; and
WHEREAS, the current EMS Levy expires on December 31, 2002; and
WHEREAS, the City of Yakima utilizes funds from this Levy in order to provide emergency
medical services to its citizens; and
WHEREAS, the City recognizes the need for quality emergency medical services and the
elimination of this resource would reduce the ability of the City to continue to deliver the current quality
of emergency medical services; and
WHEREAS, under RCW 84.52.069(4), Yakima County may not place this Levy on the ballot
without the approval of the legislative authority of each city exceeding 50,000 in population within the
County; and
WHEREAS, the City of Yakima is located within Yakima County and has a population in excess
of 50,000 persons
WHEREAS, the City Council deems it to be in the best interest of the City of Yakima to
authorize the Yakima County Commissioners to place the EMS Levy on the ballot, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Yakima County Commissioners are authorized to place the Emergency Medical Services
Levy on the ballot, at the current rate of $.25 per one -thousand dollars of the assessed value of property,
before December 31, 2002, for the citizens of Yakima County to vote on the continuation of this EMS
Levy for a ten year period.

SUMMARY EXPLANATION:
Yakima County currently imposes an Emergency Medical Services Levy at the rate of $.25 per
one -thousand dollars of the assessed value of property located in Yakima County. The City of
Yakima receives a pro -rata share of that levy. During the last six years that this levy has been in
effect, the City has received approximately $4,100,000 for emergency medical services. EMS
Levy financial support funds six fire-fighter positions and necessary equipment and training. The
current levy expires December 31, 2002. In order to maintain the current funding, the Yakima
County Commissioners will need to place the EMS Levy on the ballot for re -approval. Duration
of levy will be ten years in replacement of current six year funding. Pursuant to RCW
84.52.069(4), this item may not be placed on the ballot by the County Commissioners without
the approval of the Yakima City Council.

RESOLUTION 190-2002
WHEREAS, Chapter 200, Section 1 of the Laws of 1979, Extra Session, as amended, RCW
84.52.069, authorizes counties, with voter approval, to impose regular property tax levies on real
and personal property within the county, at rates of up to fifty cents per thousand dollars of
assessed value each year for ten consecutive years, for the provision of emergency medical care
or emergency medical services; and,
WHEREAS, Yakima County currently levies such taxes, under the same authority, at the rate of
twenty five cents per thousand dollars of assessed value, using the proceeds thereof to provide
high quality emergency medical services to the People of Yakima County; and,
WHEREAS, the voter approval previously granted for such levies will expire December 31,
2002; and,
WHEREAS, the submission of the authorizing ballot proposition to county voters under this
statute requires approval of the legislative body of each city within the county having a
population of fifty thousand or more; and,
WHEREAS, the Yakima County Emergency Medical Services Board have expressed their
support for the submission of the same proposition to Yakima County voters; i.e., County EMS
Levy authority for years 2003 — 2013 at the rate of twenty five cents, and,
WHEREAS, the Yakima County Emergency Medical Services Board have expressed their
support for the submission of the same proposition to Yakima County voters; i.e. County E.M.S.
levy authority for years 2003 through 2013 at the rate of twenty-five cents per thousand dollars of
assessed value; and,
WHEREAS, the submission of such a proposition to the voters of Yakima County at the
September 17, 2002 primary election is therefore found to be in the best interests of the people of
Yakima County; now, therefore,

BE IT HEREBY RESOLVED, that at the primary election to be held September 17, 2002, there
shall be placed before the voters of Yakima County a ballot proposition substantially as follows:
EMERGENCY MEDICAL SERVICE LEVI FS:
Shall the County of Yakima be authorized to continue to impose regular property tax
levies of twenty-five cents per thousand dollars of assessed valuation (.251$1,000.00) or
less, for the ten consecutive years beginning January 1, 2003, the proceeds to be used to
provide emergency medical care or emergency medical services, according to RCW
84.52.069?

BE IT FURTHER RESOLVED that the Clerk of the Board of Yakima County Commissioners
shall promptly transmit a copy of this resolution to the Yakima County Auditor, who shall
conduct the election provided for herein, after giving such notice thereof as may be required by
law.

RESOLUTION NO.
A RESOLUTION by Yakima County Emergency Medical Services Operations Board
requesting the Yakima County Commissioners to place a 10 year EMS levy on the
ballot for approval by the voters.
WHEREAS, we recognize the need for quality Emergency Medical Services; and
WHEREAS, the delivery of quality Emergency Medical Services is a recognized
need for the citizens of Yakima County; and
WHEREAS, the EMS Levy provides the resources to train and deliver Emergency
Medical Services; and
WHEREAS, the current EMS Levy (.25¢ per 1,000) expires on December 31,
2002; and
WHEREAS, the elimination of this resource would reduce the ability of provider
agencies to continue the delivery of standardized countywide Emergency Medical
Services; and
WHEREAS, the Emergency Medical Services Operations Board has determined
that it is in the best interest of citizens of Yakima County to continue the EMS Levy, now,
therefore,
BE IT RESOLVED BY THE YAKIMA COUNTY EMS OPERATIONS BOARD:
That the Board supports and encourages the Yakima County Commissioners to
place the EMS Levy before the Yakima County Voters at the current rate of .25¢ per
. thousand on September 17, 2002.
