A RESOLUTION declaring three used police cars to be surplus and authorizing their sale to
the Town of Tieton Police Department and North Whatcom Fire and
Rescue.
WHEREAS, the City owns one used 1997 Crown Victoria and two used 1999 Crown
Victoria's in the Equipment Rental and Replacement Division, equipment numbers 1275, 1339,
and 1340 for which the City has no immediate or forseeable use and which are surplus to the
needs of the City; and
WHEREAS, the Tieton Police Department has offered three thousand five hundred
dollars ($3,500) for the said used 1999 police cars; and
WHEREAS, the North Whatcom Fire and Rescue has offered one thousand ($1,000)
dollars for one said used 1997 police car; and
WHEREAS, the City Council finds that it would be in the best interest of the City to sell
three of these police -cars to the Tieton Police Department and North Whatcom Fire and Rescue,
forthwith rather than sell it at a public auction of City surplus equipment at a later date, now,
therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby declares the aforementioned 1997 and 1999 Crown Victoria
police cars to be surplus to the needs of the City of Yakima and the City Manager is hereby
authorized and directed to sell said 1997 and 1999 Crown Victoria police cars to the Tieton
Police Department and North Whatcom Fire and Rescue for a total of four thousand five
hundred ($4,500) plus sales tax.

ITEM TITLE: Consideration of a Resolution Declaring Used Police Vehicles Surplus
and Authorizing their Sale to the Tieton Police Department & North
Whatcom Fire and Rescue.

SUMMARY EXPLANATION:
The Police Department currently has several used police vehicles in the Equipment Rental
and Replacement Division, which is in excess of the City's needs. These cars are to be sold at
auction this year.
The Town of Tieton Police Department is requesting to purchase two of these surplus
vehicles, with certain surplus police vehicle equipment included, for the total sum of $3,500.
The North Whatcom Fire and Rescue Department is requesting to purchase one of these
vehicles with certain surplus police vehicle equipment for $1,000. The vehicles being sold to
Tieton PD are Equipment #1340, a 1999 Crown Victoria with 83,000 miles and Equipment
#1339, a 1999 Crown Victoria with 77,000 miles. The vehicle being sold to North Whatcom
Fire is Equipment #1275, a 1997 Crown Victoria with 80,000 miles. The total price of $4,500 is
reasonable for these surplus police vehicles with high mileage. (continued)

Resolution declaring vehicles #1339, #1340, and #1275 surplus and authorize the sale of
same to the Tieton Police Department and North Whatcom Fire and Rescue.

The Police Department has a long history of providing other public safety agencies that are
unable to afford new vehicles our used patrol cars at Tess than full market value. It has been
our position that assisting these smaller agencies in a cooperative manner is our
responsibility in much the same way that agencies larger than us provide us with services at
little or no costs.
The Police Department has conducted internal studies that showed service life of patrol cars
is significantly less that the service life of a normal family vehicle. Hour meter comparisons
revealed patrol car engines have approximately five times the engine time per mile, as a
family vehicle, due to excessive idling and slow speed driving. They also tend to suffer from
the extreme abuse they are subjected to during their service lives and experience failures not
often seen in a family vehicle. Failures such as suspension sagging, door hinge and handle
breakage, footboard breakthrough, and squeaks and groans of all types are common in older
police cars.
Staff is requesting the City Council declare these units as surplus to our needs and authorize
the sale of these vehicles to the Tieton Police Department for $3,500 plus sales tax of
$276.50 totaling $3,776.50; and to Whatcom Fire for $1,000 plus sales tax of $79 totaling
$1,079.
