R-2002-58 A RESOLUTION to authorize the City Manager to execute applications, certifications and agreements pursuant to an application for a loan from the Washington State Public Works Trust Fund in the amount of $2,694,500 for Naches River Water Treatment Plant (NRWTP) Improvement Project. WHEREAS, the City has determined that the provision of infrastructure is important to all residents and businesses of the community; and WHEREAS, the City owns the Naches River Water Treatment Plant (NRWTP), a 25 million gallon per day (MGD) water plant, classified as a direct filtration plant per guidelines issued by the Washington Department of Health; and WHEREAS, in 1998 Carollo Engineers performed an evaluation of the NRWTP that identified deficiencies with several existing treatment unit processes; and WHEREAS, correcting the deficiencies identified in the aforementioned report will optimize unit process and overall plant performance, improve plant reliability, and increase safety; and WHEREAS, these improvements are consistent with both the 2001 Cost of Service and Rate Study, and the City's Capital Improvements Plan (CIP); and WHEREAS, the Washington State Public Works Trust Fund has made low interest loan funds available for the construction and repair of water utilities; and WHEREAS, the City will generate local funds from the Water CIP budget and reserves to be used as a local match for a Public Works Trust Fund loan in the amount of $475,500; and WHEREAS, the amount of local match funds provided will afford to a City a generous interest rate of 0.5% on the $2,694,500 loan; and WHEREAS, based on the foregoing, the City Council has determined that it is in the best interest of the City to apply for funding from the Washington Public Works Trust Fund; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The City Council hereby authorizes and directs the City Manager to submit a loan application for $2,694,500 to the Public Works Trust Fund for the Naches River Water Treatment Plant Improvement Project; and the City Manager is hereby authorized and directed to execute all certifications and agreements pursuant to the project. SUBMITTED BY: Duane Calvin, Water Division CONTACT: Duane Calvin, 576-6480 SUMMARY EXPLANATION: The City of Yakima Water Division requests Council approval to apply for a $2,694,500 loan from the state Public Works Trust Funds for the NRWTP Improvement Project. This application would be for 2003-04 funds, with the work scheduled to be completed from 2003 to 2005. In order to secure the lowest program interest rate of 0.5%, the City is required to provide a local match (from non -grant sources) of at least 15%. The Water Division is proposing the match of $475,500 be provided from its Capital Improvements Program budget (reserves). The total project cost is estimated at $3,170,000.00. The improvements, aimed at optimizing unit process and overall plant performance, reliability and safety, include: 1. Construction of new coagulation (flash mix) process; 2. Rehabilitate and upgrade filter piping; 3. Upgrade chemical storage and feed facilities; and 4. Install an on-site sodium hypochlorite generation system. These improvements are consistent with, and identified in, the 2001 Cost of Service and Rate Study, as well as the 1998 evaluation of the NRWTP conducted by Carrollo Engineers.
