A RESOLUTION declaring two used staff cars to be surplus and authorizing their sale to
the North Whatcom Fire and Rescue.
WHEREAS, the City owns one used 1996 Crown Victoria and one 1993 Crown Victoria
equipment numbers #1508 and #1514 for which the City has no immediate or foreseeable use
and which is surplus to the needs of the City; and
WHEREAS, North Whatcom Fire and Rescue has offered three thousand ($3,000.00)
dollars for said used staff cars; and
WHEREAS, the City Council finds that it would be in the best interest of the City to sell
these staff cars forthwith rather than sell them at a public auction of City surplus equipment at
a later date, now, therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Council hereby declares the aforementioned 1996 and 1993 Crown Victoria
staff cars to be surplus to the needs of the City of Yakima and the City Manager is hereby
authorized and directed to sell said 1996 and 1993 Crown Victoria staff cars, to North Whatcom
Fire and Rescue for three thousand ($3,000) dollars plus sales tax.
ADOPTED BY THE CITY COUNCIL this 16th day of April 2002.

Dear Chief Andring,
My name is Ryan Oord I am the Division Chief of Automotive and Technical Services for
North Whatcom Fire & Rescue. We are located in the Northwest corner of Washington State.
NWFRS provides fire and ems services to twelve communities and one city. We staff eleven
fire stations and 160 square miles with a combination of career and volunteer staff. I am in
processes of locating quality used vehicles for staff to travel to and from trainings and events
in our area. I informed by you about Equipment # 1508 a 1993 Ford Crown Victoria and
Equipment # 1514 a 1996 Ford Crown Victoria; you indicated that you are in the process of
declaring this property surplus. We are very interested in purchasing these vehicles. You
indicated that you would like $1,500 each and I feel that is a fair price. We are ready to
purchase the vehicle when you are ready to release them. If you would like to discuss this

ITEM TITLE: Consideration of a Resolution Declaring Used Fire Staff Vehicles
Surplus and Authorizing their Sale to the North Whatcom Fire and
Rescue.

SUMMARY EXPLANATION:
The Fire Department currently has two used staff vehicles, which are in excess of the City's
needs. The North Whatcom Fire and Rescue is requesting to purchase these surplus staff
vehicles for the total sum of $3,000. The vehicles in question are Equipment #1508, a 1993
Crown Victoria; and Equipment #1514, a 1996 Crown Victoria.
The total price of $3,000 is reasonable for these surplus staff vehicles with are high mileage
and have an excessive number of engine hours. Both vehicles are experience higher than
normal oil consumption and have required higher than normal maintenance. The 1996 Crown
Victoria is a former Yakima Police Department Patrol Vehicle with over 98,000 actual
odometer miles. The 1993 Crown Victoria has been part of the department's fleet for nearly
ten years and has approximately 75,000 actual odometer miles.
Staff is requesting the City Council declare these units as surplus to our needs and authorize
the sale of these vehicles to North Whatcom Fire and Rescue for $3,000 plus sales tax of
$237.00 totaling $3,237.00
