A RESOLUTION authorizing and directing the Parks and Recreation Division
Manager to implement the revised 2002 Parks and Recreation Fee
Schedule for program facilities use and activities participation.
WHEREAS, the City of Yakima Parks and Recreation Division requires
organizations, associations, clubs, and jor groups pay for services such as facilities
reservations and scheduling, maintenance, supplies, and for Parks and Recreation
Sports Programs individual participation and activities fees, including but not limited
to Parks Usage Fees, Community Recreation Fees, Fisher Park Golf Course Fees,
Aquatics Fees, and Senior Citizens Center Fees, as well as fees for other services
associated with various Parks and Recreation Division programs; and
WHEREAS, the City Council desires that City Parks and Recreation facilities
and recreation activities be provided and that fees be collected for the use by
individuals and organizations of the recreation facilities and for participation in
recreation activities provided by the City of Yakima; and,
WHEREAS, the City Council of the City of Yakima deems it to be in the best
interest of the City of Yakima to authorize a schedule of fees be collected for use of its
facilities and for participation in recreation activities provided by the City of Yakima,
now, therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The Parks and Recreation Division Manager of the City of Yakima is hereby
authorized and directed to implement the attached and incorporated 2002 Parks and
Recreation Fee Schedule for various Parks and Recreation Division programs and for
participation in recreation activities provided by the City of Yakima during 2002.

2002 FEE SCHEDULE
YAKIMA PARKS & RECREATION DIVISION
EFFECTIVE APRIL 2, 2002
CONTRACTED SERVICES: Organizations, (associations, clubs, groups, etc.) contract with the
City of Yakima Parks & Recreation for services such as facilities reservations and scheduling.
maintenance, supplies, administration, etc. The organizations pay for these services.
PROGRAM FEE FORMULA: In determining fees for services and programs, the following
formula will be used:
1) Program personnel wage and benefits *X total program hours plus
2) Facility cost per hour X total program hours plus
3) Depending on the particular program, the following costs will be
included as needed:
a) Special Equipment d) Insurance g) Other
b) Material e) Maintenance
c) Transportation f) Program Promotion
plus 4) Administration of program (at least 15%) of total costs);

6) Minimum number of participants. (Minimum and maximum number of
participants is based on facilities, appropriate student/instructor ratio,
safety limits, and is determined by the supervisor and/or instructor.

*Wages or salary may be calculated by the hour or by the unit (i.e., game, match, etc.).
TAXES: Sales or other taxes will be charged when appropriate. In some cases, tax is included in
the stated fee.
PROGRAM DISCOUNT FOR CITY OF YAKIMA RESIDENTS: As a benefit to CITY OF
YAKIMA RESIDENTS who participate in the following Parks & Recreation Programs in 2002, a
discount of approximately 20% will be offered.
Discounts apply to the following areas:
a. Special Interest Classes for both Youth and Adults
b. Fisher Golf Lessons
c. Swimming Lessons
d. Youth Sports.
ADDITIONAL ADULT SPORTS FEE FOR NON -CITY RESIDENTS: For the following
Adults Parks & Recreation Sports Programs, all non -City residents wishing to participate in Parks
and Recreation Sports Leagues will be charged an additional registration fee of $5.00.

FACILITY RESERVATION POLICY & FEE
Citizens wishing to reserve the Senior Center will be required to pay a $25 deposit to reserve the date.
This deposit will be applied to the total rental fee. This fee is non-refundable for canceled reservations.
RESERVATION APPLICATION FEE
Citizens are welcome to use City park facilities on a drop-in basis without charge. However, individuals
or organizations wanting to make specific reservations are able to do so at the Parks and Recreation
Office using the standardized written application. Beginning January 1, 2002, a non-refundable
application fee of $5 must accompany each facility use application when it is submitted.
SPECIAL EVENT FEE
Citizens or groups wishing to schedule a community Special Event in one of the City's Parks will be
required to pay a fee to cover additional maintenance costs such as refuse and garbage services, litter
pickup, additional restroom cleaning, etc. Fees will be based on anticipated attendance.

CONCESSIONAIRE PERMIT FEE
Citizens or Groups wishing to sell concessions in the Parks will be assessed a yearly fee of $100.
The Parks and Recreation Manager will have the authority to authorize vending in certain parks
according to Parks and Recreation Division policy and procedures. The Parks & Recreation Manager
will have the authority to wave the yearly fee in cases of contracted services or one-time special events.
Comments: It is the overall philosophy that senior citizens, handicapped and youth activities
may be subsidized by the Park fund whenever possible.
REFUND POLICY
If Parks & Recreation needs to cancel an activity, staff will notify you by phone and refund 100% of
your registration fee.
If you need to cancel your reservation and seek a refund, you should present your receipt with your
request up to three (3) days before your activity's registration deadline, unless otherwise stated. If you
paid in cash or with a check, a refund for your fee minus a $5 processing fee will be processed by the
City's Finance Division and a check will be mailed to you within 15 to 30 days. If you charged your
fee on your VISA or Mastercard, the refund will be credited to the original cardholder minus the
processing fee.
There are a few exceptions. Fees of less than $5 will not be refunded. There are no refunds on team
sports.

SUMMARY EXPLANATION:
Staff respectfully requests Council consideration of a resolution revising the 2002 Fee
Schedule for use of City park facilities and participation in City recreational programs
and activities.
At the request of some community citizens, Council asked staff to revisit the new fees
and charges for Parks and Recreation services for 2002. Staff worked with the Parks
and Recreation Commission to discuss fees and look at alternative pricing. The
attached report represents their recommendation.
Based upon their recommendation, staff has attached a revised 2002 Fee Schedule
and Resolution for Council review and adoption.

STAFF RECOMMENDATION: Staff respectfully requests the City Council to adopt the
resolution revising the 2002 Parks and Recreation Fee Schedule.
BOARD/COMMISSION RECOMMENDATION: At its March 18, 2002 meeting, the Parks and
Recreation Commission recommended the City Council adopt the resolution revising the 2002
Parks and Recreation Fee Schedule.

SUBJECT: Parks and Recreation 2002 Fee Schedule - Revised
Council directed staff to review the adopted 2002 Fees and Charges Schedule for Parks
and Recreation. This request was due primarily to citizen concern about the increased
fees at the golf course and honored citizen fees at the swimming pools.
The Parks and Recreation Commission revisited the fee structure at their February and
March meetings. They adopted a motion to recommend to Council for the following
changes:
Golf Course Fees — Adult Monthly Passes were increased by $40 in 2002 to
$120/ month. Commission recommends reducing the monthly pass fee to $110
for adults. Thirteen passes were purchased in this category in 2001.
Junior /Senior Monthly Passes were increased by $35 in 2002 to $105 /month.
Commission recommends reducing the monthly pass fee to $95 for juniors and
seniors. Seventy-three passes were purchased in this category in 2001.
Based upon last year's participation, these changes will reduce projected revenue
to the golf course by $860.
Season Passes — It was suggested that the City offer a season pass to the golf
course. Commission recommends initiating a season pass with a fee of $748 for
adults and $646 for juniors / seniors. This fee represents a 15% discount off the
monthly pass fee and is based upon 8 months of operation.
No other changes in golf course fees are recommended.
Aquatic Fees - The issue, which seems to have raised the most concern at the
pools, is the honored citizens designation. Prior to this year, honored citizens
were charged the same as a youth entry fee. The honored citizen definition
allows those 62 years and older and those participants with disabilities to qualify
for a discounted rate.
Staff has allowed great flexibility for participants to fall within the honored
citizen category, and this has caused many problems. Past practice has allowed
the discount for may ailments including temporary conditions. Examples
include rehabilitation for an injury, weight loss, high cholesterol, back pain,
chronic conditions and such. Out of the approximately 200 participants utilizing
the honored citizen discount, only 40% qualify because of age. The remainder is
for various disabilities as described above. Staff has attempted to tighten -up this
designation, and this has caused some unhappiness. It is staff's
recommendation to continue to allow an honored citizen discount through this
year. It also would be staff's recommendation to revisit the honored citizen
designation during the 2003 budget process to determine if this practice should
be continued or if discounts should only be granted to those 62 years and older.
For those with disabilities, the City does offer a special handicapped swim. This
special swim time is from 3:00 - 4:00 pm on Saturdays. Those attending get in at
the d. iscounted rail.
Another change, at budget adoption, was separating the youth fee from the
honored citizen fee. The thanking behind this change was that youth fees should
be kept as low as possible. Honored citizens should also receive a discount,
however, not as great as youth. Therefore, the honored citizen fee was raised
during the 2002 budget process.
Current fees for general swims at Lions Pool are as follows:
Youth - $1.50
Honored Citizen - 2,00
Adults - 3.00
The Parks and Recreation Commission do not recommend making any
modification to these current fees. The Commissioners also wish to convey their
support for incremental fee adjustments regularly versus larger increases every few years.
