ITEM TITLE: Resolution authorizing an Eighth Amendment to 911 Support
Services Agreement with Yakima County

SUMMARY EXPLANATION:
This is the Eighth Amendment to the 911 Support Services Agreement between the City of
Yakima and Yakima County. This amendment allows the county to transfer travel fund
reimbursements received from the State Military Division from the 911 Coordinators Professional
Development contract to the city as revenue to offset the cost of travel and training related to 911.

RESOLUTION NO. R-2016-
A RESOLUTION authorizing and directing the City Manager of the City of Yakima to
execute a Eighth Amendment to the "911 Support Services Agreement"
with Yakima County for the provision of 911 services that extends the
term of the Agreement to December 31, 2016.
WHEREAS, the City of Yakima has been providing 911 services to the citizens of
Yakima County through the 911 Support Services Agreement (referred to as the "Agreement");
and
WHEREAS, in 2006, the City and County entered into a "911 Support Services
Agreement" between the City of Yakima and the County of Yakima, Washington, City Contract
No. 2006-21 ("Agreement"), whereby the City provides the County and Yakima County 911 with
the necessary support services to efficiently and economically operate the 911 emergency
services communication system within Yakima County; and,
WHEREAS, the Agreement previously was extended by agreement of the parties in the
First Amendment from December 31, 2010 to March 31, 2011; the Agreement was extended in
the Second Amendment to December 31, 2011; the Agreement was extended in the Third
Amendment to December 31, 2012; the Agreement was extended in the Fourth Amendment to
December 31, 2013; the Agreement was extended in the Fifth Amendment to December 31,
2014; the Agreement was modified and extended in the Sixth Amendment to December 31,
2015; and the Agreement was modified and extended in the Seventh Amendment to December
31, 2016; and,
WHEREAS, the current Agreement is set to expire at midnight on December 31, 2016,
the County and City desire to amend Section 4 of the above agreement to allow the City of
Yakima to be reimbursed by Yakima County for travel and other costs which are reimbursed to
the County under the current and future E911 County Coordinator Professional Development
Agreements between Yakima County and Washington State Military Department and
Emergency Management Division;
NOW, THEREFORE, in consideration of the mutual covenants, promises, and
agreements set forth herein, it is agreed by and between the City and the County as follows:
Section 4 entitled "Consideration" of the attached and incorporated "911 Support Services
Agreement" between the City of Yakima and Yakima County is amended to include the
following:
The County shall remit to the City of Yakima all reimbursement received from
the Washington State Military Department and Emergency Management
Division under the current and future E911 County Coordinator Professional
Development Agreements. The remittance to the City shall be on the next
available warrant issue of the County.
Except as expressly modified herein, all other terms and conditions of the attached "911
Support Services Agreement," and as amended pursuant to the parties' previous amendments
thereto, shall remain in full force and effect. Pursuant to the requirements of RCW 39.34.040, a
copy of this Eighth Amendment shall be filed with the Yakima County Auditor or, alternatively,
be listed by subject on the public agency's web site.
WHEREAS, it is within the scope and budget of the City of Yakima to provide such
services; and
WHEREAS, the City Council deems it to be in the best interest of the City and the
citizens of Yakima County to authorize the execution of the Eight Amendment to the agreement,
now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
The City Manager is hereby authorized and directed to execute the Eight Amendment to
the "911 Support Services Agreement" with Yakima County for the provision of 911 services that
expires midnight, December 31, 2016, all as stated in the Seventh Amendment attached hereto
ad incorporated herein by this reference.

EIGHTH AMENDMENT TO 911 SUPPORT SERVICES AGREEMENT
BETWEEN THE CITY OF YAKIMA AND THE COUNTY OF YAKIMA, WASHINGTON
THIS EIGHTH AMENDMENT TO THE 911 SUPPORT SERVICES AGREEMENT is
made and entered into by and between the CITY OF YAKIMA, a Washington municipal
corporation ("City") and the COUNTY OF YAKIMA, a Washington State political subdivision
("County") all pursuant to authority granted to each party pursuant to Chapter 39.34 RCW.
WHEREAS, in 2006, the City and County entered into a "911 Support Services
Agreement" between the City of Yakima and the County of Yakima, Washington, City Contract
No. 2006-21 ("Agreement"), whereby the City provides the County and Yakima County 911 with
the necessary support services to efficiently and economically operate the 911 emergency
