For Meeting of: December 13, 2016 ITEM TITLE: Resolution ratifying and approving the Chief of Police's execution of recurring annual agreements with the United States Department of Justice and Drug Enforcement Administration SUBMITTED BY: Chief Dominic Rizzi, Yakima Police Department Bronson Faul, Senior Assistant City Attorney SUMMARY EXPLANATION: The following are annual renewals of, and minor modifications to, agreements between the City of Yakima and the United States Department of Justice, Drug Enforcement Administration. 1) Program-Funded State and Local Task Force Agreement, and Modification of the State and Local Task Force Agreement; 2) Addendum No. 1 To Program-Funded -State And Local Task Force Agreement; 3) Provisional State and Local Task Force Agreement; 4) Addendum No. 1 To Provisional — Funded State And Local Task Force Agreement; and 5) Drug Enforcement Administration Asset Forfeiture Sharing Memorandum of Understanding. The agreements above provide a more formal organization in order to centralize supervision and enhance the efforts of the law enforcement agencies to combat controlled substance trafficking in the community. R-2016- A RESOLUTION ratifying and approving the Chief of Police's execution of Agreements between the United States Department of Justice, Drug Enforcement Administration, and the Yakima Police Department WHEREAS, the agreements are annual renewals of the parties agreements which provide a more formal organization in order to centralize supervision and enhance the efforts of the law enforcement agencies to combat controlled substance trafficking; and WHEREAS, illegal sale and use of controlled substances in the City of Yakima has serious and adverse affects on the quality of life in the City of Yakima; and WHEREAS, the City of Yakima has determined it is in the best interest of the City to devote resources in fighting the problems caused by the illegal sale and use of controlled substances; and WHEREAS, the City and USDOJ through their law enforcement agencies have maintained a cooperative working agreement designed to combat controlled substance traffic within the City of Yakima; and WHEREAS, the City Council deems it to be in the best interest of the City to approve the agreements, and to ratify execution of such agreements by the City of Yakima Police Chief, therefore; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: The Chief of Police's execution of the following agreements: Program-Funded State and Local Task Force Agreement, Modification of the State and Local Task Force Agreement, Addendum No 1 To Program-Funded - State And Local Task Force Agreement, Provisional State and Local Task Force Agreement, Addendum No 1 To Provisional — Funded State And Local Task Force Agreement, and Drug Enforcement Administration Asset Forfeiture Sharing Memorandum of Understanding, which are by reference made a part hereof are hereby ratified, and such agreements are hereby approved as and from such date of execution, now, therefore, ADOPTED BY THE CITY COUNCIL this 13th day of December, 2016.
